Incidents Rosprirodnadzor completed an inspection in Kanavinsky District, Nizhny Novgorod, where old car tires were temporarily stored. The inspection was prompted by complaints from local residents and a fire that occurred at the site in late May.
After the incident, it was reported that the landfill had been eliminated and the tires sent for recycling. To ensure that everything was done legally, the agency decided to conduct an inspection.
Inspectors found that the official container site on Dekabristov Street was designated as a temporary storage location for tires by the district administration. The removal and disposal of the tires were handled by Dmitrovsky RTI Plant LLC from the Moscow region and Asia Cement LLC, which transported the waste for processing in the Penza region. Both companies have licenses to work with such waste.
According to the administration, since the beginning of 2024 through mid-2025, more than 624,000 tons of tires were removed from this site. However, violations were identified during the process.
It was revealed that the administration had not determined the hazard class of these wastes nor issued the mandatory passports for them, as required by the law "On Waste from Production and Consumption." This is considered an environmental violation and entails liability.
Following the inspection, Rosprirodnadzor issued an official warning to the Kanavinsky District administration.
After the supervisory authority’s comments, local authorities cleaned up the site, installed a fence, and posted a notice prohibiting the accumulation of tires.
It was previously reported that the Nizhny Novgorod Region approved a five-year waste management program costing 2.6 billion rubles.
