Society The All-Russian Contest "Best Municipal Practice" covers a wide range of areas—from urban planning and modernization of housing and utilities to the development of small business, social sphere, transportation infrastructure, and digitalization. This was announced by the Deputy Chairman of the Russian Government, Marat Khusnullin.
"Since 2017, the All-Russian 'Best Municipal Practice' contest has served as an important platform for identifying and encouraging the best practices in municipal management. In five categories—'Urban Planning Policy and Housing and Utilities Development,' 'Territorial Management,' 'Territorial Branding,' 'Smart City,' and 'Strengthening Interethnic Peace and Harmony'—we select projects that improve the lives of communities. In 2025, a prize fund of 1 billion rubles will enable scaling these initiatives. It is an opportunity for all municipalities across the country to adopt successful experiences and implement them in their territories. I am confident that this year's participants will once again demonstrate how effectively local tasks are being solved, cooperation is being strengthened, and the economy of territories is developing. Currently, applications from regions for participation in the contest are being accepted," Khusnullin said.
The contest identifies and promotes the best governance practices of local self-government bodies. Solutions selected by experts become models for regions, raising standards in construction and management of infrastructure projects. Applications from regions for participation are accepted until August 1, 2025.
The Ministry of Construction oversees two categories: "Urban Management Modernization through the Implementation of Digital Technologies and Platform Solutions (Smart City)" and "Urban Planning Policy, Ensuring a Favorable Living Environment, and Development of Housing and Utilities."
"Every year, the All-Russian 'Best Municipal Practice' contest strengthens its position as an important industry tool that not only motivates participants to improve their work but also creates a platform for implementing advanced management approaches, which will subsequently be integrated into practice to improve the quality of life in Russian cities," noted the Minister of Construction and Housing and Utilities, Irek Faizullin.
The contest is held in two stages. At the regional level, applications from municipal entities are reviewed and selected by regional authorities. At the federal level, approved projects are evaluated by a federal contest commission, which determines the winners. Participants are divided into two categories: urban districts and settlements, and rural settlements. Ten prize places will be awarded in each of the five categories. The best projects will receive national recognition and the opportunity to replicate their solutions across the country.
