      Politics: The Legislative Assembly Committee of the Nizhny Novgorod Region on State Power approved an initiative to introduce a regional ban on panhandling on July 28. The bill may be adopted soon.

      In his Telegram channel, the Speaker of the Legislative Assembly of the NNO, Evgeny Lyulin, reminded about the so-called "horses on Pokrovka" — people dressed in animal or fairy-tale character costumes who offered passersby to take photos for money. Despite the obvious intrusive behavior, it was not considered a violation under the law.

      "Law enforcement officers shrugged — bothering passersby was not subject to administrative liability. But on July 31, the situation might change. Today, the Committee on State Power recommended that the parliament adopt amendments to the regional Administrative Code," noted the Speaker of the Legislative Assembly.

      According to him, the initiative belongs to deputies from Arzamas. Lyulin emphasized that the city has become one of the main tourist centers of the region, and the influx of visitors has also attracted beggars.

      "They choose places with the largest crowds — near monuments, on streets with historic buildings, near churches. They are engaged not only in begging but also offer dubious services: photography, fortune-telling, curses removal. Federal legislation does not provide for liability for such actions unless minors are involved," explained the chairman of the Legislative Assembly.

      He added that this practice negatively affects the region’s reputation in the eyes of tourists and local residents. He also noted that similar laws are already in effect in Moscow, as well as in Kostroma, Yaroslavl, and Leningrad regions. He expressed confidence that the Nizhny Novgorod deputies will also support this initiative.

      "I am sure that a correct decision will be made on Thursday — in two readings," concluded the speaker of the NNO Legislative Assembly.

      Earlier, it was reported that fines for panhandling are being considered in the Nizhny Novgorod Region.
