The "Demographic Development Institute" recorded a significant increase in awareness among residents of the Nizhny Novgorod region regarding measures of state and regional support for families over the past two years. This conclusion was reached by the institute’s specialists based on the results of a joint study with the "New Era" Development Center conducted in June 2025.
Compared to 2023, the proportion of Nizhny Novgorod families familiar with the possibility of receiving maternity capital increased to 99% (plus 10 percentage points). The number of families aware of maternity and childbirth benefits rose to 94% (plus 16 percentage points). Awareness among Nizhny Novgorod residents and region inhabitants of the monthly child care benefit up to 1.5 years old increased to 97% (plus 22 percentage points) in 2025. Additionally, the number of families aware of early retirement options for mothers with many children, parents, and guardians of children with disabilities increased to 54% (plus 5 percentage points).
Regarding regional support measures in 2025, the survey showed that families with many children are more aware of these than families with one child: 86% of large families know about the free land plots provided to them, compared to 67% of families with one child; 61% of large families know about the cash payment of 600,000 rubles in exchange for land plots, compared to 49% of families with one child.
It is worth noting that most large families are aware of the opportunity to use compensation for preschool educational facility visits — 80% of respondents confirmed their awareness of this benefit. Meanwhile, among families raising a single child, awareness is significantly lower at 61%.
Furthermore, starting in 2025, new support measures for families with children have been implemented in the region. As part of the "Family" national project, the following benefits operate within the "demographic menu": 300,000 rubles for young families up to 35 years old upon the birth of a third or subsequent child — this benefit is known to 35% of families; social nanny services for those in need of social support — 22% of families with children are aware of this possibility.
Other support measures are also in place. For example, 38% of families know about a gift from the governor — a certificate worth 20,000 rubles for purchasing children’s goods; 21% of families are aware of the "Osnova" parental main income support up to 1 million rubles.
"Over the past two years, we have witnessed a noticeable increase in awareness among Nizhny Novgorod families of support measures — this is also the result of targeted and systematic work conducted by our institute in developing and promoting new demographic tools. The figures from the joint research with the development center confirm that our efforts to educate about modern demographic instruments are truly changing the situation for the better, creating a solid foundation for supporting and developing families in the Nizhny Novgorod region. We will continue to help families utilize all available benefits and allowances so they can get the maximum advantage from existing opportunities," said Eugeny Zhuravlev, Director of the Demographic Development Institute.
The study on the level of awareness of Nizhny Novgorod residents about family support measures was conducted in accordance with the goals of the "Family" national project within the framework of the Five-Year Family Plan in the Nizhny Novgorod region.
