On July 10, 2025, in Nizhny Novgorod, a field working meeting was held regarding a resident of the Prioksky District—the mother of a fallen participant in the special military operation. The meeting was attended by Vasily Sukhanov, a deputy of the Legislative Assembly and chairman of the committee on urban development, property, and land relations; staff from the regional parliament’s office; and Mikhail Shatilov, head of the Prioksky District administration.
Vyacheslav Lyulin, the Chairman of the Nizhny Novgorod Legislative Assembly, is closely monitoring issues related to supporting the families of participants in the special military operation. As part of this work, deputies and relevant agencies respond promptly to citizens’ appeals requiring urgent resolution.
One such case involved Albina Kozina, the mother of a fallen combatant, who faced a critical situation in apartment building No. 14 on Krylov Street. Since 2023, residents have repeatedly complained to JSC "DK Prioksky District" about sewage system malfunctions, yet no repairs have been carried out. In 2024, due to an accident in the basement and apartments, a hazardous environment developed: sewage waste, mold, and dangerous microorganisms posed a direct threat to residents, especially children.
“My son died during the SVO, my daughter and grandchildren lived here until last year, but now they have to rent an apartment because the little children are ill twice a month. Since last year, we have been endlessly corresponding with the management company. We pay our utility bills regularly, but in return, all we get are dismissive responses. The state housing inspection doesn’t respond; we don’t know if fines have been issued. Meanwhile, there's rot in the basement, and we breathe in this stench. We are asking for humane treatment—to receive the services we pay for with our money. Isn’t that too much?” said Albina Kozina.
“The situation for residents of Krylov Street is unacceptable. Due to an accident, fecal water flooded the basement. People cannot live under such conditions—they are forced to leave and rent other apartments. For over a year, we have been corresponding with utility providers, but the management company refuses to bring the building to standard. This house is home to a family of a participant in the special military operation, who died defending the country. Of course, this is an isolated case in the Nizhny Novgorod region, but I am truly appalled by the indifference of the DUK employees. For a whole year, they have been inactive despite residents’ appeals and efforts by the administration, allowing people to live in such conditions. It is impossible to enter the entrance! Apartments have suffered. The immoral and irresponsible behavior of the DUK employees warrants the harshest measures against them,” emphasized Vasily Sukhanov. “At the meeting, we agreed to take concrete actions. In coordination with the district administration, I will send requests to the prosecutors and the state housing inspection. We will strive to ensure that people finally have the right to live in normal human conditions.”
