At the Eastern Economic Forum (EEF), Vitaly Sergeichuk, a member of the board and head of the corporate and investment business block at VTB, announced plans to obtain the necessary licenses. The State Duma adopted the cryptocurrency law on July 21, 2026, the Federation Council approved it on July 24, and on August 4, 2026, the president signed the document. Law No. 282-FZ "On Digital Currencies and Digital Rights" will be implemented in stages: basic provisions will come into effect on September 1, 2026, and the Bank of Russia will begin to form registers of market participants and issue permits. Among the market participants expressing readiness to work with cryptocurrency after the law comes into effect is VTB. According to Sergeichuk, the bank is preparing to launch cryptocurrency trading in the Russian market, and clients are already anticipating this opportunity. The speaker also noted the role of digitalization and artificial intelligence in the development of the Far East. "Moreover, some regions of the Far East remain energy surplus, and the development of infrastructure, data centers in certain regions is in demand and enjoys increased interest from new industries that utilize large computing power and require a lot of energy," he said.
