The project of the tourist complex on Pechersky Sands has been submitted for public discussion.

      On August 28, 2026, at 11:00, Society In Nizhny Novgorod, changes to urban planning documents for the implementation of a large tourist project on the Pecherskie Sands peninsula were put up for public discussion. The initiators of the project are LLC "NN-Peski Premium" and LLC "Integrated Information Technologies" ("KIT"). On an area of 87.6 hectares, they plan to build a tourist-recreational hotel complex "Peski Wellness" and year-round glamping. To do this, it is necessary to adjust the master plan and the Land Use and Development Rules. In particular, they plan to change recreational, sports, and infrastructure zones to a zone of public tourist development on part of the territory, as well as to supplement the permitted use type "Tourist Services" with "sports center" and "concert hall" facilities. A total of more than 25 buildings are planned for the territory, including five three-story hotels with 652 rooms, as well as 14 single-story buildings with two rooms each. In addition, the complex will include two sports centers, one with a hotel for 200 rooms, a concert hall, and technical buildings (substations and boiler houses). The development of the territory is proposed to be carried out in five phases. The first phase includes site preparation, laying engineering networks, constructing three three-story hotels, a boiler house, two transformer substations, a road section of 153.82 meters in length, as well as the arrangement of access roads, parking lots, sidewalks, bike paths, and recreation areas. The second phase (by 2035) provides for further engineering preparation of the territory, construction of 11 more hotels, a transformer substation, a road section of 180.40 meters in length, as well as landscaping of the territory, embankment, and the arrangement of parking lots, access roads, sidewalks, bike paths, and recreation areas. The third phase (by 2037) includes the construction of sports centers, five hotels, a boiler house, a concert hall, two road sections with a total length of about 988.68 meters, installation of some non-capital glamping facilities, development of engineering infrastructure, and landscaping of the territory and embankment. The fourth phase provides for further development of the glamping area: installation of non-capital facilities, construction of engineering networks, arrangement of access roads, sidewalks, recreation areas, and continuation of landscaping of the embankment. The fifth phase includes the final development of the territory: installation of a non-capital facility, construction of a ski-roller track, as well as laying the necessary engineering communications. At the same time, the construction of a road section in the eastern part of the territory is referred to as prospective development until 2050. It should be noted that in March, the construction of another tourist complex began on the peninsula. The project is being implemented by LLC "Investstroyresurs."
