The new People's Program of "United Russia" will define the work plan until 2031.
Demography, personnel, technical sovereignty, artificial intelligence, culture, traditional values - proposals in these areas were presented at the Expert Council of the party with the participation of leaders of public associations, state corporations, federal universities, and businesses. The new program document, which has already received more than three million appeals from across the country, turned out to be serious, detailed, and specific, emphasized the Chairman of the party. "Only tasks set in a concrete manner can be accomplished. This will be work for the legislative bodies, the State Duma, which will need to adopt the necessary set of laws. Naturally, some decisions must be made at the government level - in necessary cases based on the instructions of the Head of State," explained Dmitry Medvedev. He reminded that President Vladimir Putin, speaking at the first stage of the Congress, emphasized that the program must be truly popular. "We are already on this path for the first time. We strive to accumulate citizens' proposals, especially in such a difficult period as now. Only then can the party maintain its unifying, consolidating role," he said. Most appeals to the People's Program are related to the arrangement of the country: they concern equal access for residents of all regions to quality medicine, education, social infrastructure, and an environmentally safe environment. The structure of the document is generally defined: it will outline the challenges facing the country, as well as responses to these challenges. To make the document a truly working tool, Dmitry Medvedev instructed to accompany each point of the new People's Program of "United Russia" with expert comments - this initiative was put forward by the chairwoman of the party's General Council commission on education and science, member of the Presidium of the Council under the President of the Russian Federation on science and education, chairwoman of the council of the federal territory "Sirius" Elena Shmeleva. "The strength of the program lies in the fact that it is based on people's experience, their real proposals," she is confident. Elena Shmeleva also proposed to launch a party project "Personnel for Science in the Regions" with targeted recruitment and official housing based on programs for doctors and teachers; to guarantee the possibility of quality employment for students in their chosen specialty within a maximum of two years after graduation; to create network and online formats for rural areas with in-person regional modules, so that there is no need to travel to the capital for advanced training (at the same time, digital and AI competencies should become a mandatory part of each program); to scale the best practices for increasing productivity by creating a publicly accessible registry and highlighting a category "enterprises - customers of developments" with confirmed effects and employee training. Among the proposals to strengthen support for families and youth: the introduction of a one-stop-shop principle for receiving support measures, the development of regional standards for working with youth, improving public-private partnership mechanisms for creating and updating youth infrastructure. Successful business development will be facilitated by stimulating demand, both internal and external; expanding the practice of concluding offset contracts; refinancing import substitution; supporting socially responsible businesses, reducing the fiscal administrative burden on businesses; recapitalizing support programs for high-tech industries and projects that close technological gaps, noted a member of the Bureau of the Supreme Council of the party, president of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin. The head of "Rosatom" Alexey Likhachev presented three fundamental topics that, in his opinion, require special attention in the new program document of "United Russia": the connection between science and production; the culture of labor productivity and a systematic approach to foreign economic activity. Regarding the latter, he said that the necessary tools for work are available, but the systematization and prioritization of this direction have been lost. Dmitry Medvedev stated that the old system, which relied on strict discipline and coercion, has gone into the past. And "United Russia" will contribute to the development of an alliance between science and production. "For the first time, we decided to include a technological section in the program - earlier it seemed that this was purely a government matter. But life consists of a multitude of human connections, and the party has its own resource - a huge number of communications at different levels," said the Chairman of the party. Dmitry Medvedev also supported the initiative to use AI in the interests of humans in the field of education and healthcare. In particular, it is about including a separate subject on artificial intelligence in the school curriculum, using the already existing unified infrastructure. Dmitry Medvedev supported the proposals and instructed them to be worked out. The collection of proposals for the new People's Program is ongoing across the country - residents of Nizhny Novgorod have actively engaged in this process, and their initiatives cover various aspects of life. "The formation of a new People's Program is a nationwide process. And the Nizhny Novgorod region is actively participating in it. To date, more than 200,000 proposals have been received from the residents of the region. People are asking to build clinics, repair schools, improve courtyards, and support participants in the SVO. We have systematized these requests so that they turn into specific points of the document that will work throughout the country. The contribution of each region is important, and the residents of Nizhny Novgorod understand this," noted the head of the regional executive committee of "United Russia" Dmitry Filipenko. Dmitry Medvedev emphasized that the preparation of the People's Program should be completed during the second part of the Congress (August 22 - editor's note), but additional initiatives are planned to be worked out at its venue. Among them are proposals from the President, Dmitry Medvedev stated. After that, the final version of the document will be put to a vote. "That is, the final decision is up to the delegates of the Congress," he summarized. The new People's Program will consist of two documents - this is a new approach in its work. The first is the election program itself, which will gather solutions to urgent tasks facing the country, the party's work plan for the term of the future composition of parliament. The second block will contain fundamental ideological and value guidelines of the party, describing the strategic image of Russia.
