Nizhny Novgorod region has outpaced Russia in birth rates for the second consecutive month.

This is 0.001 points higher than the June value, reported the Autonomous Non-Profit Organization "Institute of Demographic Development." The region has now maintained a figure above the national average for the second consecutive month. Meanwhile, in July, the fertility rate decreased both in Russia as a whole—from 1.352 to 1.344—and in the Volga Federal District—from 1.295 to 1.292. Thus, the gap between the Nizhny Novgorod region and the national average increased from 0.005 to 0.014 points, and compared to the average level in the Volga Federal District, the region exceeds it by 0.066 points. As noted by the Ministry of Social Development and Family Policy of the region, the total fertility rate is considered one of the key indicators of demographic development. It shows the average number of children born to a woman over her reproductive lifetime. This statistic is maintained by Rosstat for all subjects of the Russian Federation.

      Regional authorities attribute the stable growth of the indicator to systematic work within the framework of the "FOUNDATION - Nizhny Novgorod Life Project," initiated by Governor Gleb Nikitin. It is being implemented by the regional government with the participation of the Autonomous Non-Profit Organization "Institute of Demographic Development," is part of the regional Family Five-Year Plan for 2025-2030, and aligns with the goals of the national project "Family." According to Gleb Nikitin, the growth of the fertility rate indicates that families trust the existing support system. He noted that people see clear and functioning mechanisms of assistance, and therefore make decisions about having children based on the predictability of this support.

      "Our task is to follow the chosen trajectory, consistently fine-tuning support measures and removing barriers to their receipt," emphasized Gleb Nikitin.

      Since July 2025, families in the Nizhny Novgorod region can receive up to 1 million rubles upon the birth or adoption of each child, taking into account the federal maternity capital and the Parent's Basic Income "Foundation." Additionally, parents have access to a "Gift for Newborns" from the governor—a digital certificate for 20,000 rubles for purchasing children's products from Nizhny Novgorod manufacturers on one of the marketplaces. Future parents and families with children also have access to free consultations with specialized professionals, including psychologists, lawyers, and social work specialists. These can be obtained through a hotline or through the chat-bot Sakhra.rf. The Institute of Demographic Development, in turn, offers residents of the region digital services: a "Social Support Measures Calculator," a mini-application "Wow, Parents!" that accompanies future parents from the first week of pregnancy until the birth of the child, as well as a "Family Navigator" for finding children's and sports playgrounds. The national project "Family" provides measures for comprehensive support for families, expanding forms of assistance, creating conditions for active longevity of the older generation, as well as ensuring quality and accessible medical care.
