The Nizhny Novgorod City Hall approved a list of corruption-prone functions.

      On August 11, 2026, at 12:25 PM, Politics The Nizhny Novgorod city administration approved a list of functions classified as corruption-prone. It includes 23 areas of work for municipal authorities. The corresponding order was adopted to implement the norms of anti-corruption legislation.       The list includes the implementation of municipal and financial control, oversight in the procurement sphere, and conducting other inspections. The organization of municipal procurement, the provision of municipal and state services transferred to local government bodies, as well as the issuance of permits to legal entities and individuals, are also recognized as corruption-prone.

      Functions related to the distribution of budget funds, subsidies, inter-budget transfers, and limited resources, including real estate and quotas, are included in the list. The storage and distribution of material and technical resources are also classified as corruption-prone.

      A separate block concerns municipal property and land. The list includes the formation and maintenance of the municipal property register, management and disposal of the city's property and land resources. In particular, it refers to their sale, lease, transfer for gratuitous use, and privatization.

      Functions related to the management of the municipal housing stock, including the conclusion of social and commercial rental agreements, as well as the rental of specialized housing, are also recognized as corruption-prone.

      In addition, the list includes the development and implementation of municipal programs and oversight of their execution, conducting competitive procedures, working with investment projects, participating in the execution of the city budget, and preparing budget reports. The preparation of accounting, budget, and tax reports is also included in the list.

      The city administration classified the judicial protection of the interests of Nizhny Novgorod and the city administration, the issuance of orders to eliminate violations, the drafting of administrative protocols, and the consideration of relevant cases as corruption-prone functions. The list also includes the development, legal expertise, and coordination of draft contracts, agreements, and treaties on behalf of the administration.

      Earlier, Nizhny Novgorod officials were prohibited from purchasing expensive cars and phones.
