Two clusters of the "Quantum Valley" will be built in Nizhny Novgorod by 2030.

      On August 10, 2026, at 14:30, Economy In Nizhny Novgorod, an agreement was signed with the AVA Group holding for the construction of two clusters of the innovative scientific and technological center "Quantum Valley" - "Business" and "Sakharov." This was reported in the MAX channel by the Deputy Governor of the Nizhny Novgorod Region, Yegor Polyakov.

      Land plots with a total area of 4.5 hectares have been provided to the investor on a sublease basis through the Regional Development Corporation.

      The project involves the creation of modern infrastructure: laboratories, scientific and production buildings, and offices. The clusters are planned to be put into operation in 2030.

      "Quantum Valley" is being formed as an ecosystem with a special tax regime for companies operating in the high-tech sector. Residents of the center are exempt from profit tax and VAT for 10 years, and also receive reduced insurance contributions.

      Deputy Governor Yegor Polyakov noted that 57 companies are already involved in the project with a total investment of 33 billion rubles. Developments are underway in key areas: digital technologies, new materials and production, intelligent transport, high-tech medicine, and ecology.

      Attracting new investors to key regional projects aligns with the goals of the national project "Effective and Competitive Economy," which is being implemented on the instructions of the President of the Russian Federation, Vladimir Putin.

      "The main goal of creating the INTZ 'Quantum Valley' is to develop the scientific and technological potential of the region. Moreover, this mechanism aligns with the tasks of developing high-tech sectors of the economy," noted Arthur Batursky, Deputy Chairman of the Government of the Nizhny Novgorod Region.

      In total, the INTZ project envisions five clusters: "Vysotsky," "Akimov," "Business," "Sakharov" (two plots, AVA will handle the construction of one), and "Dzerzhinsk." Sublease agreements for land plots have been concluded for the "Vysotsky" and "Akimov" sites. Companies are in the design stage of the INTZ infrastructure facilities. An investor is being sought for "Dzerzhinsk." It is planned that scientific projects in the chemical industry will be implemented there.

      Earlier, it was reported that territorial managers of the Nizhny Novgorod Regional Development Corporation began supporting 20 new investment projects in the second quarter of 2026.
