The Nizhny Novgorod city hall did not fulfill the residents' request to stop mass fines.

      Two months have passed since the initiative group of residents from several houses on Rodionova Street in Nizhny Novgorod officially appealed to various authorities with a request to resolve the "parking collapse" caused by the construction of the metro. The editorial office of IA "Nizhny Now" is monitoring the developments. As a result, the administration of Nizhny Novgorod is currently unable to fulfill the residents' request to stop mass fines.

      Recall that earlier, residents of Nizhny Novgorod reported that they intended to block Rodionova Street due to design errors in the metro project. According to them, parking zones for public use have been effectively eliminated in the area. In particular, the authors of the letter cite the situation with house No. 11 on Rodionova Street. It contains 254 apartments, housing more than 400 residents, but the parking space is limited to a maximum of 20 spots. People have to park on a gravel embankment, which is officially classified as a lawn and is located on municipal territory. Therefore, formally, the Municipal Institution "ATI of Nizhny Novgorod" has grounds to issue fines.

      According to the manager of the TSN "Bastion," Svetlana Medvedeva, who previously initiated public attention to the problem, residents of the houses received new fines over the summer. Apparently, the city administration is addressing the budget deficit by collecting fines from residents of several houses on Rodionova Street.

      Moreover, back in mid-June, in a private conversation with a representative of LLC "IA Nizhny Now," a high-ranking official from the city administration promised that the fines would cease.

      On June 26, the city administration provided a comment from the Municipal Institution "ATI of Nizhny Novgorod": "The Department of Administrative and Technical and Municipal Control of the Nizhny Novgorod City Administration received calls from citizens of nearby houses to houses No. 9-11 on Rodionova Street regarding the parking of vehicles on green areas, lawns, and the transfer of dirt onto the road after parking vehicles in unauthorized places, as well as the destruction of green plantings as a result of parking. Specialists from the Municipal Institution ATI, which is responsible for identifying violations in the field of landscaping, conducted an inspection of the area using the automated violation recording system 'Dozor-M3' after receiving information from citizens to verify the claims (facts) of possible violations. The inspection recorded the placement of vehicles on green areas, lawns: Rodionova Street, near house 9 — 2 cars; Rodionova Street, near house 11 — 5 cars. Based on the collected materials, the administrative commission of the Nizhny Novgorod district issued decisions against individuals who committed violations under Article 3.8 of the Administrative Offenses Code of the Nizhny Novgorod Region 'Placement of vehicles, including disassembled ones, on children's, sports, and utility areas, lawns, green areas, and pedestrian paths.' According to part 1 of Article 30.1 of the Administrative Offenses Code of the Russian Federation, a decision on an administrative offense issued by a collegial body can be appealed by individuals in the district court at the location of the collegial body, namely in the Nizhny Novgorod District Court of Nizhny Novgorod."

      It is noteworthy that the problematic issue of Rodionova Street has attracted the interest of Nizhny Novgorod media. Thus, on June 18, 2026, GTRK "Nizhny Novgorod" in the program "Vesti Privolzhye" referred to the remaining parking for residents as "limited space" and gave the floor to residents who can no longer afford to pay fines. The report also includes "encouraging information" from the Municipal Institution "GUMMiD" about some project.

      "In the area of house No. 11 on Rodionova Street, the project provides for the creation of 38 new parking spaces after the completion of the construction of the metro dead ends (before construction, there were 25 parking spaces). In total, during the landscaping and restoration of road traffic according to the previously existing scheme, parking spaces for 83 vehicles will be organized," the Municipal Institution "GUMMiD" stated.

      "I also know nothing about the above-ground landscaping project near our houses after the completion of the metro construction. What worries us more now is the situation in our yards, into which we have ultimately been pushed. After 'opening the abscess' and several meetings with officials, we have been in a 'marathon' with documents for two months. Earlier, the authorities promised to help us. We quickly organized a vote on the issue of transformations in the yard with parking. A meeting of owners representing 2/3 of all 254 apartments is no easy task and quite a quest. But we managed. The voting was one of the stages in preparing documents for the implementation of the landscaping project. As a result: the voting was held, the documents were collected, but again 'something went wrong.' None of the 'promised helpers' are reaching out or helping. We are simply drowning in bureaucracy. And we are stuck in place. Just recently, the Department of Housing and Engineering Infrastructure took on our documents. They checked everything and said what was missing. They even promised to help find a design organization that would create a project and estimate for us. For this, we are, of course, grateful to them. Then we will go back to the Department of Architecture. But fines are still systematically coming to our residents. Social tension and discontent have not decreased. Recently, the authorities stated that they would not fine motorists who are waiting in line for gasoline under prohibitory signs. Maybe they will finally stop 'milking' us and 'take us off the meter,'" commented Svetlana Medvedeva.

      A fresh comment from the Nizhny Novgorod administration arrived just in time for the publication of this material.

      "The administration is fulfilling all previously reached agreements with the residents of house No. 11 on Rodionova Street. Since the situation developed, not only the administration of the Nizhny Novgorod district has been involved in its resolution, but also the Departments of Housing and Engineering Infrastructure and Urban Development and Architecture, whose specialists maintain constant communication with residents, including with the chairperson of TSN 'Bastion,' Svetlana Medvedeva. We cannot comment on why the chairperson of TSN claims otherwise and why, in that case, she does not voice her questions and complaints to the representatives of the administration who work with her," the city administration's message states.

      The administration also noted that in addition to providing consultative assistance for collecting the necessary package of documents for leasing the specified land plot, assistance in selecting a qualified cadastral engineer, residents are also being helped in finding a design organization. For the time it takes to work on these activities, including correcting errors and inaccuracies in the documents prepared by TSN 'Bastion,' the city administration, through its structural divisions, cannot influence the process, as the work is regulated by specific legislative stages that must be completed. At the same time, the administration staff is making every effort to simplify the work that TSN is conducting, interacting with it on the aforementioned issues.

      "As for fines for improper parking, according to the Municipal Institution ATI, the last fines for violations reported by residents of neighboring houses were issued on June 26, that is, more than a month ago. Not responding to the appeal of residents who directly contacted ATI would be a violation of the law," the Mayor's message states.

      The administration also reminded that in case of disagreement, car owners can appeal the decision to impose a fine in court.

      "Regarding the 'measures aimed at bringing this area in line with the documents and making it truly landscaped and sown with grass, which the city administration has not undertaken,' we inform you that even sowing grass in this place will be impossible and ineffective, as the soil requires rest for germination, which is impossible in the case of constant vehicle access," the city authorities clarified.

      Regarding the creation of new parking spaces after the completion of the metro construction, the administration reported that the project documentation for landscaping the area after the completion of the turnaround dead ends near the new metro station "Sennaya" provides for the creation of additional parking space within the side passage of Rodionova Street with a total capacity of 82 parking spaces, of which 38 parking spaces will be located directly opposite house No. 11 on Rodionova Street. The city administration continues to express hope for continued joint work to resolve the arising issues.

      Thus, from the responses of the city administration, it follows that the administration will continue to fine for forced parking in the presence of calls/appeals from unknown anonymous "active citizens" from neighboring houses.

      The editorial office of IA "Nizhny Now" is monitoring the developments in the hope that a result will emerge from the "quarrel" between residents and authorities that will ease the "tension" and benefit the citizens. Perhaps it makes sense to involve deputies or officials of a higher rank in the issue to expedite the resolution of problematic questions as a "third party."
