The Nizhny Novgorod "Hooligan House" has become the basis for a federal project.

      On July 31, a working meeting took place at the Nizhny Novgorod Kremlin between the Governor of the Nizhny Novgorod Region, Gleb Nikitin, and the Chairperson of the All-Russian Public-State Organization "Children's Protection Fund," Maria Lvova-Belova. The leaders discussed issues related to the development of a system for preventing social orphanhood, the implementation of the "Unified Model of Assistance to Children" concept in the region, and the introduction of new practices to support families with children. Gleb Nikitin noted that, thanks to the establishment of work within the framework of the "Unified Model of Assistance to Children," the average number of children placed in stationary social institutions in the region has decreased by 30%. In addition to repurposing the entire network of children's social institutions, the region is working on developing crisis centers. According to the regional head, all decisions and support measures that are already in place or are just being launched in the Nizhny Novgorod Region help families make decisions about having children. Residents understand that the state will be able to provide them with support in both stable and difficult situations, and they feel confident about the future. "Some of our decisions have already been recognized as best practices and are being considered for scaling. For example, since July of last year, more than 19,000 Nizhny Novgorod families have received a 'Parental Basic Income' in the form of a monthly 'parent's salary,' a one-time payment, or a combination of these options. Over 20,000 families have also used the electronic certificate 'Gift for Newborns,' choosing necessary children's goods from Nizhny Novgorod producers. A significant number of Nizhny Novgorod residents today receive support within the framework of the 'Demographic Menu' of the national project 'Family.' The most important thing is that this work is already yielding concrete, measurable results. In June, for the first time in the history of Rosstat observations, the total fertility rate in the Nizhny Novgorod Region exceeded the national average, and in terms of its growth rate, the region became a leader in the country. This indicates that the course we have chosen is correct," said the Governor of the Nizhny Novgorod Region. Maria Lvova-Belova noted that Nizhny Novgorod practices are indeed regularly becoming examples for the entire country. "For me, trips to the Nizhny Novgorod Region are always a source of inspiration. What we manage to implement here becomes part of our strategy for working with other entities. When I got acquainted with your practice of working with teenagers and 'Hooliganodom,' a federal teenage center emerged that deals with the opening of teenage spaces across the country. When the region created the Resource Center 'Children in the Family' and centralized all work on preventing social orphanhood, this practice became a prototype for the transformation of the Children's Protection Fund, which will now operate throughout the country and provide targeted assistance to families with children, enhance the competencies of specialists, and create new types of institutions," explained the Chairperson of the Children's Protection Fund. Maria Lvova-Belova emphasized that the Nizhny Novgorod Region demonstrates tremendous success in placing children in families. "By the end of 2025 and the beginning of 2026, the Nizhny Novgorod Region became the first in our regional ranking, rising nine positions at once! No one else has achieved such a breakthrough," she stated. The head of the Children's Protection Fund shared her impressions of visiting social institutions in the region. She presented a concept for the development of the Gorodets Children's Home based on the "family home" model. The leaders signed an agreement that the Gorodets Children's Home will become one of 10 innovative sites in the country that will develop under the supervision of the federal center. Plans are in place to spread this experience to specialized institutions across the country. Another topic of discussion was the opening of a branch of the Children's Protection Fund in the Nizhny Novgorod Region. It will attract additional resources to assist children in difficult life situations, orphans, children with disabilities, and families in need of support. According to the Ministry of Social Development and Family Policy of the Nizhny Novgorod Region, the key partner of the Fund in the region will be the Resource Center "Children in the Family." The Fund will take on some organizational issues related to legal protection and the restoration of parental rights, as well as assist in training specialists, providing targeted assistance, and developing best practices. Its chairperson will be the Commissioner for Children's Rights in the Nizhny Novgorod Region, Margarita Ushakova. It is worth noting that the national project "Family" includes activities aimed at the comprehensive development of families: expanding support measures, creating conditions for active longevity of the older generation, and ensuring quality and accessible medical care.
