The Main Department of Automobile Roads of the Nizhny Novgorod Region has charged JSC "DSK 'Avtoban'" a penalty of 27.3 million rubles for failing to meet the design schedule for the first phase of the Eastern Bypass of Nizhny Novgorod. The information is posted on the government procurement website. According to the terms of the contract, the contractor was supposed to complete the documentation for all eight stages by the end of December 2025, but did not fulfill the obligations on time for any of the sections. The delay period ranges from 170 to 178 days depending on the stage.
Recall that the first phase of construction includes: the preparatory stage (land acquisition, technological roads, utility relocation), three stages of the main route construction, a transport interchange in the Kstovo area, and two stages of reconstruction of existing roads – the section from Afonino to Nikulskoye and the embankment of the Rowing Canal. Positive conclusions from the state expert examination have been received for all eight stages.
Earlier, we learned that the Eastern Bypass may become a toll road. At the same time, "Nizhny Now" clarified that the expert examination conclusion is not a final decision on the introduction of toll passage. If the route becomes the only option for residents of the settlements located along it, passage for them must be free by law.
The cost of constructing the first phase is estimated at 31.8 billion rubles at first-quarter prices for 2026.
