Fines for the sale of vapes were approved by Nizhny Novgorod deputies in the first reading.

      On July 22, 2026, at 17:00, the Society Committee on Economics of the Legislative Assembly of the Nizhny Novgorod Region supported in the first reading the initiative to introduce fines for the sale of vapes in the region. The issue was discussed at a meeting on July 22, reports "Ъ-Privolzhye."

      Recall that at the end of May, the regional parliament adopted a law banning the retail sale of vapes, liquids for them, and other devices for consuming nicotine-containing products. Now the authorities intend to eliminate the legal gap and establish responsibility for violating this ban. Earlier, a bill to introduce administrative fines was submitted to the Legislative Assembly.

      Minister of Economic Development Alexander Solovyov clarified that fines for officials for the sale or storage of vapes are proposed to be set at 40,000 to 50,000 rubles. For legal entities, the sanctions may range from 800,000 to 1 million rubles.

      The same fines are planned to be established for stimulating the sale of tobacco, tobacco products, nicotine-containing products, and corresponding devices, as well as hookahs.

      The necessity of introducing strict measures was explained by the minister due to the significant harm of vapes and the awareness of possible violations.

      "You can accidentally drive under a no-entry sign, press the gas pedal too hard. But you cannot accidentally order a vape from China and accidentally customs clear it and sell it in the Nizhny Novgorod region," he noted.

      Recall that in August 2025, during a meeting with Russian President Vladimir Putin in Sarov, Governor Gleb Nikitin proposed tightening the regulation of vape trade. The president supported this initiative, emphasizing its relevance and significance in terms of preserving the health of the younger generation.
