The Duma of Nizhny Novgorod reviewed the budget, social facilities, and apartments for orphans.
On July 22, 2026, at 16:30, the Society discussed budget adjustments, the construction of social facilities, the perpetuation of the memory of outstanding Nizhny Novgorod residents, as well as changes to a number of municipal regulatory legal acts at a regular meeting chaired by Evgeny Chintsov.
A total of 18 questions were on the agenda. The first concerned changes to the parameters of the city budget. Revenues and expenditures for 2026 have been increased by 553 million rubles, mainly due to own revenues (460 million rubles) and inter-budget transfers.
As reported by the director of the finance department, Yuri Mochalkin, the additional funds will be directed to socially significant areas: road repairs and maintenance, resettlement of emergency housing, modernization of traffic lights, creation of sports facilities, development of a comprehensive rehabilitation system for the disabled, and other tasks. The line-item redistribution of appropriations and funds from the existing savings was also supported.
Taking into account the changes, the main budget parameters will be: revenues - 87.91 billion rubles, expenditures - 90.958 billion rubles, deficit - 3.048 billion rubles.
During the meeting, changes were made to some regulatory legal acts of the municipality. The documents were brought in line with federal legislation and updated considering the status of the urban district. Thus, the amendments affected the Regulation on the management and disposal of property, the Forecast Plan for privatization, and the lists of municipal property - this is aimed at forming a unified management system.
The program for the comprehensive development of social infrastructure until 2030 was also adjusted. It was supplemented with two physical culture and sports facilities and two educational institutions. The parameters of capacity and commissioning dates for eight previously included facilities were clarified.
By a separate decision, 14 apartments for orphans were accepted into municipal ownership. They are located in the Avtozavodsky, Kanavinsky, Kstovsky, Sormovsky districts, and Novinki.
"Such decisions are made by my colleagues and me at almost every meeting, which indicates the systematic joint work with the regional government in this area," noted Evgeny Chintsov.
The deputies also unanimously supported initiatives to perpetuate the memory of outstanding Nizhny Novgorod residents. In the Sortirovochny microdistrict, a bust will be installed for the Hero of Socialist Labor, the head of the "Gorky-Freight" station, Ivan Makarov. In the Lenin district, a memorial plaque will be placed for school No. 138 graduate Dmitry Khrulev, who died while performing a combat mission in the SVO zone.
The chairman of the city council noted that Ivan Makarov was one of the organizers of sending products from Gorky defense enterprises to the front during the Great Patriotic War and made a significant contribution to Victory and the post-war reconstruction of the country. Speaking about Dmitry Khrulev, he reminded that he is our contemporary, who died in the SVO zone.
"Both heroes deserve to remain in the memory of Nizhny Novgorod residents, and their example should serve as a moral guideline for all of us," emphasized Evgeny Chintsov.
