Ilya Khalturin was excluded from the council under the governor of the Nizhny Novgorod region.

      July 13, 2026 14:30 Politics Former General Director of JSC "Teploenergo" Ilya Khalturin has been excluded from the council on development strategy and investments under the governor of Nizhny Novgorod region. The corresponding decree has been published on the regional government's website. Along with Khalturin, a number of current and former officials have been removed from the council. Among them are Deputy Chairman of the regional government Denis Ismagilov, former Deputy Governor Andrey Sanosyan, former Deputy Chairman of the government Vyacheslav Gorev, former Minister of Transport Ivan Kargin, former head of LLC "Gazprom Mezhregiongaz Nizhny Novgorod" Sergey Komissarov, senator from Nizhny Novgorod region Dmitry Krasnov, former director of the branch of JSC "SO EES" Nizhny Novgorod RDU Dmitry Lazebnikov, as well as the head of the Corporation for Entrepreneurship Support of Nizhny Novgorod region Ivan Razuvaev. At the same time, an updated composition of the council and its presidium has been approved. The Minister of Economic Development and Investments of Nizhny Novgorod region Alexander Solovyov has been included in the presidium - he has been appointed Deputy Chairman of the presidium. The head of the investment activity support department of the ministry Alexander Yakovlev has become the responsible secretary of the presidium. The council also includes President of the Nizhny Novgorod Chamber of Commerce and Industry Olga Akimova, Director for Development of the "Unified Utility Operator" Yuri Devyatkin, Director of the branch of JSC "SO EES" Nizhny Novgorod RDU Alexander Ionov, Deputy Chairman of the regional government Pavel Savateev, and Deputy Director for Construction and Investments of JSC "Gazprom Gas Distribution Nizhny Novgorod" Kirill Semenov. It should be noted that Ilya Khalturin is involved in a criminal case regarding abuse of office. Initially, the investigation concerned three episodes, later another one was added. According to the investigation, while heading "Teploenergo," Khalturin influenced the distribution of contracts among contractors and made decisions in favor of organizations he was familiar with. One of the episodes is related to the reconstruction of the Nagornaya Combined Heat and Power Plant. The investigation believes that the designer was replaced despite violations of the deadlines for the work. In addition, the case involves contracts for the relaying of heating networks on Gagarin Avenue and Kulibin Street. According to the prosecution, the contractor was a company that had tax debts and overdue obligations. At the same time, penalties against it, as the investigation claims, were not applied.
