"Temporary difficulties": what Putin said at the meeting about the fuel situation
July 9, 2026 11:06 Economy The day before, Russian President Vladimir Putin held a video conference with members of the Russian government dedicated to the operation of the fuel and transport sectors under current conditions. The focus was on the situation with fuel supplies, which had previously faced disruptions in several regions, including Nizhny Novgorod region. The head of state stated that the fuel issues are temporary. They are related, among other things, to the enemy's attempts to disrupt the holiday season, damage the Russian economy, and create anxiety in society. At the same time, Putin emphasized that the resilience of the Russian energy system allows for keeping the situation under control. The president also supported the proposal of the governor of the Zabaykalsky Krai, Alexander Osipov, to create a network of mini-oil refineries in Russia. According to Putin, attracting small and medium-sized businesses to this sector is in demand and deserves support. Furthermore, the head of state stated that vertically integrated oil companies should not restrict fuel supplies only within their own networks but should also supply it to independent gas stations. Separately, Vladimir Putin instructed to expedite decision-making on fuel subsidies for Crimea, and Vice Prime Minister Alexander Novak to regularly report to him and the Prime Minister on the situation with fuel supply to the regions. Following the meeting, Alexander Novak reported that the government continues to take additional measures to stabilize the situation. In particular, a ban on the export of diesel fuel has been introduced, which should increase supply volumes to the domestic market. Additionally, in July, it is planned to start importing oil products and increase fuel production using lower environmental class products. It is worth noting that starting from July 9, the procedure for servicing at gas stations in the Nizhny Novgorod region has changed. Now, on even dates, vehicles with license plates starting with an even digit—0, 2, 4, 6, or 8—will be able to refuel. On odd dates, vehicles with license plates starting with 1, 3, 5, 7, or 9 will be serviced. We also reported on plans to introduce gasoline sales via QR code.
