Another village is being liquidated in the Nizhny Novgorod region.

      July 9, 2026 10:20 Society The rural locality of Yelevaya Zavod in the Varnavinsky district is set to be abolished. A corresponding draft law has been submitted to the regional Legislative Assembly.

      As noted in the explanatory note, the locality effectively has no residents and no real estate owned by individuals or legal entities. This serves as the basis for its abolition.

      In November 2025, the Council of Deputies of the Varnavinsky municipal district created a special commission to consider this issue. According to the Mikhalevinsky territorial department, there are no residential houses registered in Yelevaya Zavod. Archive materials from 1992 to 2005 do not contain information about the allocation of land plots to citizens in this locality. According to police information, since 1989, one person has been registered in the locality, but there was no information about their removal from the register. According to the civil registry office, this citizen died in 2003.

      It is also reported that there are no registered property rights in the locality.

      Following a site visit and document analysis, the commission recorded the long-term absence of residents and property, and concluded that restoring the locality is unfeasible. On December 8, 2025, the Council of Deputies recognized the abolition of the Yelevaya Zavod locality as advisable.

      The draft law proposes to exclude it from the territory of the Mikhalevinsky rural council.
