The procedure for issuing medical certificates will change in Russia starting from September 2026.

      On July 6, 2026, at 14:08 Society From September 1, 2026, a revised procedure for issuing medical certificates and conclusions will come into force in Russia. This is stipulated by the order of the Ministry of Health of the Russian Federation, published on the official portal of legal acts. The new rules expand the circle of individuals who will be able to receive medical documents. In addition to the patients themselves, this right will be granted to their close relatives. These include children, parents, adopted children, adoptive parents, siblings, as well as grandfathers, grandmothers, and grandchildren. Medical certificates and conclusions will be issued in both paper and electronic formats. Electronic documents will be certified with a qualified electronic signature of the medical worker. Furthermore, in the event of a patient's death, the spouse or close relatives will be able to request a medical conclusion indicating the cause of death and diagnosis. The order also establishes a maximum timeframe for issuing a medical conclusion. It should not exceed three working days after the examination or the corresponding decision by the medical commission.
