Vladimir Putin signed a law to support the domestic fuel market.

      On July 4, 2026, at 17:48, Economy Vladimir Putin signed a law aimed at stabilizing the domestic fuel market. The document has been published on the official legal information portal.

      The main innovation concerns the production of high-octane gasoline. The law allows the mixing of straight-run gasoline with other components. Such a product is equated to finished fuel, and the volumes of mixing are included in the total accounting of produced gasoline. Producers will be able to receive an excise tax deduction, but for this, it will be necessary to collect supporting documents within three months. When such gasoline is returned by the buyer, the paid excise tax is non-refundable.

      The damping mechanism has also been fine-tuned. The damper is now available both when producing gasoline through mixing and when importing it by authorized organizations. For fuel from EAEU countries, the reimbursement rate has been increased from 0.68 to 0.9. For gasoline from other countries, the calculation will be based on the indicative price in the Indian market and the costs of delivery from Indian seaports. This indicator will be determined by the FAS.

      In addition, the validity period of modernization agreements for refineries has been extended until the end of 2026, but the minimum investment amount has been raised to 100 billion rubles. The share of straight-run gasoline production will be recorded based on the results of each tax period.

      Most of the regulations for ensuring the fuel market will come into effect on June 1, 2026, while the modernization rules will take effect on January 1, 2026.

      Earlier, Gleb Nikitin stated that the Nizhny Novgorod region is provided with the necessary volume of gasoline and diesel fuel. The head of the region asked the residents of Nizhny Novgorod to refuel according to real needs and to remain calm.
