      On July 3, 2026, at 10:26 AM, Society In the Nizhny Novgorod region, a law has been developed to regulate issues related to the perpetuation of the memory of the victims of the genocide of the Soviet people during the Great Patriotic War. The draft legal document was submitted to the Legislative Assembly by Governor Gleb Nikitin.

      As noted in the explanatory note, the document is prepared for the implementation of the federal law, which stipulates that the memory of the deceased is to be perpetuated, and the organization of this work is handled by federal and regional authorities, as well as local self-government bodies within their powers.

      In addition, the Ministry of Culture of Russia has approved a plan of activities for the implementation of the federal law. It recommends that regions improve their own legislation in this area.

      The draft submitted to the regional parliament proposes to define the main forms of perpetuating memory in the Nizhny Novgorod region. It also outlines the powers of the Legislative Assembly, the regional government, the relevant executive body, and municipalities.

      A separate article addresses funding. It is proposed that the expenses for implementing these powers be covered by the funds allocated in the regional budget for the upcoming financial year and planning period.

      The bill applies to an indefinite number of individuals. Its adoption, as noted in the explanatory note, will help regulate certain issues in the sphere of preserving the memory of the victims of genocide who perished in 1941-1945.
