The decision was made based on numerous appeals from Nizhny Novgorod residents and monitoring of traffic in this section of the street. This was reported by the Department of Transport and Road Management of the Nizhny Novgorod Administration.

      At the intersection, vehicles turning from the Heroes of Donbass Avenue towards the residential area will have the right of way, and accordingly, vehicles traveling on the parallel road (the bypass) will have to yield. This will help harmonize traffic at the intersection and reduce congestion on the Heroes of Donbass Avenue.

      Such traffic organization has proven effective at the intersections of Gagarin Avenue and Surikov Street, as well as Lenin Avenue and Dargomyzhsky Street. Currently, drivers turning from the Heroes of Donbass Avenue to the residential buildings are forced to stop at the intersection to let vehicles traveling on the local road pass. This creates difficulties for traffic on the avenue and contributes to congestion.
