Starting September 1, new rules in the housing and utilities sector will come into effect for residents of the Nizhny Novgorod region, as well as for all of Russia. These will affect the acceptance of work related to the maintenance and current repairs of common property in apartment buildings, as well as the activities of homeowners' associations. This was reported by RIA Novosti, citing Alexander Akseneko, Deputy Chairman of the State Duma Committee on Construction and Housing and Utilities.
The main innovation is the introduction of a unified procedure for formalizing acceptance acts for completed work. The Ministry of Construction will determine who exactly accepts the work, the deadlines for this process, and which documents need to be formalized. According to the deputy, this approach will make the work of management companies clearer for owners and allow residents to more easily control the quality of services provided and understand what they are paying for each month.
Changes will also affect homeowners' associations. Now, the protocol for electing members of the association must be signed not only by the meeting participants but also by the elected representatives themselves. In addition, owners will be able to decide that the chairman of the homeowners' association will act not unilaterally but together with other members of the association. According to the parliamentarian, this will allow for more effective resolution of housing maintenance issues and make the management system more open and transparent.
