The rules for resettlement under the CCRT have been clarified in the Nizhny Novgorod region.
On June 25, 2026, at 16:53 Society In the Nizhny Novgorod region, a law came into force clarifying the procedure for providing housing during the comprehensive development of residential construction areas. The document was published on the official portal of legal acts. The new law eliminates legal uncertainty in the resettlement of houses included in the KRT program. Previously, the regulations allowed for discrepancies in the procedure and conditions for the resettlement of citizens living under social rental agreements. A norm was established in the region for the provision of total area depending on the number of residents; however, in the implementation of KRT projects, the calculation was based on the number of tenants, not on citizens recognized as needing improved housing conditions. Furthermore, the previous provisions applied only to premises from the regional housing stock, while in KRT, housing is purchased by the developer and transferred to municipal ownership or provided in exchange for expropriated property. The adopted amendments introduce a separate article establishing the norm for providing area specifically for needy citizens living in houses included within the KRT boundaries. The basic standard is 13 square meters of total area per needy person. Increased norms are also provided: 30 square meters per person if one needy person lives in the premises, 21 for two, 18 for three, and 15 for four people. At the same time, the total area of the provided housing cannot exceed the established norm by more than 20 percent. Additionally, the new apartment must be no smaller than the one being vacated in terms of total and living area, as well as the number of rooms.
