The regulation on the ministry of protection of facilities was approved by the Nizhny Novgorod government.

      Let us remind you that the new agency was created at the end of May by the order of Governor Gleb Nikitin. In early June, it was headed by Konstantin Bochkarev, who served in the Armed Forces of the Russian Federation from 2007 to 2025.

      According to the document, the ministry was established to organize the protection of important state and special facilities, life support facilities, transport, communications, energy, and other potentially dangerous facilities in the region during the special military operation.

      Among the main tasks are ensuring the powers of the governor in the field of protection of such facilities, coordinating and controlling relevant activities, as well as providing methodological support for this work.

      A separate direction is the formation of a mobilization human reserve for the protection of important facilities and the organization of the regional operational headquarters, which deals with responding to threats of attacks using drones. The headquarters was established by the governor's order in April 2026.

      The ministry will interact with military command bodies and federal structures, prepare proposals for regional policies on facility protection, and participate in the development of state programs.

      The agency will also form and update the list of critically important infrastructure facilities, control their equipping with active and passive protection means, including detection and destruction systems for drones.

      Its functions will include ensuring the operation of regional and oblast operational headquarters, participating in civil defense activities, mobilization training, and protection from emergencies.

      In addition, the ministry will focus on terrorism prevention, interaction with municipalities and property owners on security issues, preparing regulatory acts, reviewing appeals, combating corruption, information protection, and implementing artificial intelligence technologies.
