The Public Council of "Rosatom" and the Public Chamber of the Russian Federation have been informed about the progress of the master plan development for Sarov.
The preparation of the strategic document is being carried out taking into account the tasks of the People's Program of the United Russia party and with the involvement of experts from various sectors and opinion leaders. An expanded meeting of the Public Council of the State Corporation "Rosatom" and the Public Chamber of the Russian Federation took place in Sarov, dedicated to the presentation of the first stages of the development master plan for the city. Representatives of the leadership of the atomic city also participated in the event. The development company and the department for interaction with regions of the state corporation "Rosatom" presented a preliminary analysis of the current economic situation in the city, as well as a forecast model for its development. The basis was laid on current and prospective developments of the city-forming enterprise, the implementation of large-scale scientific projects of global level, and the need to attract and train highly qualified specialists. Among the guests of the meeting was the winner of the preliminary voting of the United Russia party, the first deputy chairman of the Nizhny Novgorod City Duma, Evgeny Kostin. In his speech, he emphasized the unique status of Sarov as a city where spiritual heritage and advanced science intertwine, ensuring the technological sovereignty of the country. "Sarov is more than just a center of the nuclear industry. It is a place with a great history, where the creators of the nuclear shield worked. Today, VNIITF solves state tasks of the highest level, and the scale of these tasks determines the special character of the city. We must preserve its unique appearance and create conditions for young specialists to tie their fate to Sarov," noted Evgeny Kostin. Participants agreed that the master plan should be a comprehensive document covering the economy and science, social infrastructure, housing policy, landscaping, and personnel support. They also discussed mechanisms for involving citizens in the landscaping processes. Evgeny Kostin positively assessed the practice of implementing the governor's project "It's Up to You!" and the program "Creating a Comfortable Urban Environment" in Sarov, which allows residents to independently choose objects for repair and renewal. "Tasks are solved faster when there is a team and reliance on people's opinions. I am convinced that together we will achieve more," he added. Special attention during the discussion was paid to the formation of the "Nuclear Chapter" in the new People's Program, which is intended to strengthen mechanisms for supporting closed administrative-territorial formations at the federal level. "The formation of the 'Nuclear Chapter' in the People's Program allows for a special attitude towards closed administrative-territorial formations and nuclear cities to be enshrined at the federal level. It is fundamentally important for us that the document includes clear mechanisms for developing social infrastructure, attracting personnel, and supporting families and young specialists. The master plan for Sarov should show how such solutions work in the interests of people on the ground," emphasized Dmitry Filipenko, head of the Nizhny Novgorod regional executive committee of the United Russia party. The delegation also held a meeting with city opinion leaders, during which issues of supporting residents' initiatives in the closed city and mechanisms for their consideration and implementation within the framework of the master plan were discussed. "For the residents of a closed city, it is important to see that their initiatives are not just listened to but turned into concrete solutions, projects, and lines in the master plan. Collecting proposals, open discussions, participation of public councils and active citizens is the best guarantee that the master plan will not remain a 'paper' document. Our task is to ensure that the voice of the people is heard at all stages, from conception to implementation," noted Ilya Zotov, a member of the Public Chamber of the Nizhny Novgorod region and chairman of the all-Russian public organization for the protection of passenger rights "Passenger Union." The event was also attended by Alexander Gorovoy, deputy general director of the state corporation "Rosatom" for regional work, and the head of the city-forming enterprise. The moderator of the discussion was Alexander Asafov, a member of the Public Council of the State Corporation "Rosatom" and the Public Chamber of the Russian Federation. "The president has tasked us with raising the standard of living in our closed administrative-territorial formations to a qualitatively new level. Together with the administration, the enterprise, and the regional team led by the governor, we will do everything to ensure that the master plan for Sarov covers absolutely all social and economic spheres, receives support at the federal level, and is implemented. Its development is being carried out with maximum involvement of the expert community and direct participation of residents. No one knows their land and the problems of their hometown better than they do," noted Alexander Gorovoy. "The representatives of the Public Chamber and the Public Council of 'Rosatom,' who participated in the discussion of the master plan for Sarov today, are experts from completely different fields: economics, urban studies, social sphere, and many others. Today we looked at many things from completely different angles, developed hypotheses, and immediately received feedback from socially active residents of the city. This approach allows us to form a holistic picture of the present so that we can design the future as accurately as possible based on it," said Alexander Asafov. For reference, work on the master plan for the closed administrative-territorial formation Sarov is being carried out on the instruction of the President of Russia. An agreement on its joint development and implementation was signed by the general director of the state corporation "Rosatom" Alexey Likhachev, the governor of the Nizhny Novgorod region Gleb Nikitin, and the head of the city of Sarov Alexey Safonov within the framework of the SPIEF-2026. Spatial development is a set of activities aimed at the effective use of urban territories, taking into account economic, social, and environmental factors. Within the framework of spatial development, master plans are developed. They define the long-term strategy for the development of the urban environment, infrastructure, housing and industrial construction, transport systems, and the social sphere. The implementation of the master plan contributes to the formation of a comfortable and modern urban environment, maintaining sustainable economic development of the city, and improving the quality of life of the population. The master plan is a detailed depiction of the future for years to come. Its creators are leading architects, economists, urban planners, sociologists, and other professionals, as well as the residents themselves, the leadership of the city and the region. As a united team, they develop these strategic development documents and then proceed to their implementation. This allows for a new level of collaboration to improve the quality of life for people and create a comfortable environment, attracting, among other things, federal funding for the most in-demand and resource-intensive projects. The Government of Russia and regional authorities, in partnership with large Russian companies, pay great attention to improving the quality of life for the country's population. This activity includes accelerating the implementation of national projects, comprehensive improvement of citizens' housing conditions, and infrastructure development. The enterprises of the state corporation "Rosatom" actively participate in this work.
