On June 19, a meeting of the permanent commission on urban planning and architecture was held in the City Duma of Nizhny Novgorod, chaired by Mikhail Ivanov. The deputies discussed the progress of the first stage of the regional targeted program for resettlement from emergency housing stock for the years 2024-2030. As reported by Artem Karazanov, deputy director of the construction and capital repair department, the program is divided into three stages: the first - 2024-2027, the second - 2027-2029, and the third - 2029-2030.
The funding for the first stage amounts to 5.79 billion rubles, of which 1.45 billion comes from the Territorial Development Fund, 4.29 billion from the regional budget, and 43.4 million from the local budget. In the budget of Nizhny Novgorod for 2026, 555.3 million rubles have been allocated for these purposes. Within the framework of the first stage, 23.9 thousand m2 have been resettled, and 1,839 people have been relocated.
The priority method for solving the problem is the construction of new buildings: about 70% of the total area of the resettled premises is planned to be provided in new houses. In 2024, the construction of three apartment buildings with a total area of 26.3 thousand m2 (559 apartments) began in the Avtozavodsky, Sormovsky, and Prioksky districts. In 2025, houses in the Avtozavodsky and Sormovsky districts were commissioned, providing 298 apartments. Construction is currently ongoing in the Prioksky district (261 apartments), and compensation is also being paid to property owners.
The meeting also discussed the synchronization of the general plan with the construction of social infrastructure in the Kstovo district. Several schools and kindergartens have already been built or are under construction there, including a school in Kstovo for 792 places, the Bolshie El'ninskaya school for 1,225 places, a school in "Ankudinovsky Park" for 678 places, kindergartens in the cottage village "Fregat" (240 places) and in "Savin Park" (280 places).
As part of the national project "Family," a kindergarten for 240 places is being built in the village of Cheremis'koe and a school for 1,225 places in the village of Krutaya. The design of a school in Afonino for 1,100 places and kindergartens in "Academichesky" (280 places), Opalikhа (240 places), and "Ankudinovsky Park" (150 places) is also being developed. According to the KRT agreements near Rzhavki and Utechino, a school for 1,224 places and a kindergarten for 165 places are planned, in "Zemlyanichnaya Polyana" - a kindergarten for 185 places and a school for 1,100 places. In Afonino - an extension to a kindergarten for 60 places, in Nikul'skoye - three kindergartens for 220 places each and a school for 1,900 places, in Vyazovka - five kindergartens for 700 places and two schools for 2,000 places.
Ivanov emphasized that the city is focusing on new buildings rather than the secondary market. "At the same time, we must ensure that these new neighborhoods are provided with all the necessary social infrastructure - schools and kindergartens, so that people not only receive square meters but can live comfortably and raise children in fully developed areas of the city," the deputy emphasized.
