Nizhny Novgorod ATI doubled the collection of fines through photo enforcement complexes.
On June 18, 2026, at 12:40, the Administrative and Technical Inspection (ATI) has nearly doubled the revenue from fines in Nizhny Novgorod to 383.4 million rubles in 2025, compared to 194.4 million rubles the previous year. This was reported by the director of the inspection, Alexey Chizikov, at a meeting of the city Duma's commission on budget, finance, and tax policy.
According to him, this growth was achieved thanks to mobile complexes of photo and video recording "Dozor," which operate in automatic mode in various districts of the regional center. With their help, it is possible to identify both cars parked on lawns and violations of paid parking rules, including non-payment for parking. Last year, in the first case, violators paid 103 million rubles in fines, and in the second case, another 117 million rubles.
In addition, the inspection is acquiring additional software modules for the "Dozor" complexes, allowing for the detection of graffiti, icicles, and ice on building roofs. This innovation has also attracted the interest of the regional State Housing Inspection.
ATI will purchase three stationary "Strazh" complexes, which will be placed in Nizhny Novgorod and Kstovo. The system is capable of automatically identifying trucks transporting sand, gravel, and other bulk construction materials in an uncovered truck bed.
During the two-month testing of "Strazh," 84 rulings were issued for a total amount of more than one million rubles. During the meeting, it was suggested to discuss the technical specifications with the manufacturer of the complex, taking into account the city's features, as well as expanding functionality, for example, to record waste carriers, which would allow for the creation of a database to combat illegal dumps.
Alexey Chizikov called the development of automatic recording of offenses a priority direction for the inspection's work this year. He also clarified that the purchased complexes could pay for themselves through fines within three months.
The head of ATI mentioned that the inspection has implemented an inter-agency information system, which includes the Federal Service for State Registration, the Ministry of Internal Affairs, the State Traffic Safety Inspectorate, and the bailiff service. The exchange of requests between agencies now occurs automatically, and the necessary information can be obtained within an hour, significantly speeding up the process of holding violators accountable.
On the inspection's website, Nizhny Novgorod residents can find copies of photo materials of violations along with the ruling on the fine, as well as seek assistance from a chatbot. There is also a nuance—rulings are automatically sent to car owners, and if another person was driving, it is necessary to prove one's non-involvement independently.
In response to a question about the operation of parking meters in the event of mobile internet outages, Alexey Chizikov stated that ATI, together with software developers, would attempt to solve this problem but reminded that parking can be paid for within a day. During the meeting, there were also proposals to implement SMS notifications about paid parking or to equip parking meters with Wi-Fi points.
