Low-income residents of Kstovo may be exempted from paying for municipal housing rental.
On June 16, 2026, at 16:32, the Nizhny Novgorod City Duma will consider a draft of a new procedure for providing benefits to low-income citizens living in municipal housing under social rental agreements. This concerns the exemption of such residents from paying for the use of residential premises. The draft document has been published on the official website of the municipal parliament.
The necessity of adopting a new procedure is related to the merger of Nizhny Novgorod and the Kstovo municipal district into a single municipal entity. Since a similar mechanism did not previously operate in Kstovo, it is now proposed to establish uniform rules for the entire new urban district.
According to the draft, the right to exemption from rental payments will be granted to citizens recognized as low-income in accordance with regional legislation and living in residential premises under social rental agreements.
To apply for the benefit, it will be necessary to submit an application to the district administration. It will also be required to provide a passport, documents on the income of all family members for the calculation period, information about the family composition, data on the cadastral value of the property, and information about registered vehicles.
It is expected that the exemption from payment will be granted for a period of 1 year. At the same time, the right to the benefit will cease in the event of changes in the citizen's income or property status, relocation, or termination of the social rental agreement. If it is established during the verification that the applicant provided false information, they will be charged rent for the entire period of using the benefit.
