This will require amendments to the city's land use and development regulations and reflecting the site on the urban zoning map. The project of amendments was prepared by the Ministry of Urban Development and Agglomeration Development of the Nizhny Novgorod Region. The document is posted on the city hall's website. The area in question is bounded by Aktubinskaya Street, Moscow and Komsomolsky Highways, as well as Fibrolitovaya Street.

The territory is expected to include the construction of one nine-story building, two 12-story buildings, two 17-story buildings, and one 21-story building, as well as a school.
