The Nizhny Novgorod authorities have updated the childbirth promotion program: key figures
On June 8, 2026, 12:29 Society In the Nizhny Novgorod region, changes have been made to the regional program "Increasing Birth Rates in the Nizhny Novgorod Region, Supporting Families with Children (2024−2030)." The corresponding resolution has been published on the legal acts portal. According to the new version of the document, by 2030, the number of births in the region should increase to 22,543 per year. For comparison: in 2026, 21,456 newborns are projected, in 2023, 23,165 children were born in the region, and in 2024, 21,995. An increase in the total fertility rate is also planned—from 1.334 in 2026 to 1.487 by 2030. The set of measures is divided into several areas. One of the key blocks is dedicated to strengthening reproductive health and reducing the number of abortions. It includes preventive examinations and dispensary observation, including for citizens of reproductive age, information campaigns to promote a healthy lifestyle, infertility treatment using IVF, and motivational counseling. For families undergoing infertility treatment, free access to the preparatory stage of the IVF program is provided, including necessary genetic studies and additional examinations not included in the basic compulsory medical insurance program. It is planned that such support will be available annually from 2025 to 2028 for 2,000 families. A separate section is dedicated to direct support for families with children. The provision of regional maternity capital will continue, and young families upon the birth of a third and subsequent children will continue to receive a one-time payment of at least 300,000 rubles. Female students who register for pregnancy will also receive a one-time payment of at least 100,000 rubles. In 2025, 388 people benefited from this measure, in 2026, 379 recipients are expected, in 2027—360, and in 2028—392. There are also plans for further creation of rental points for essential items for children under two years old—strollers, cribs, and changing tables. The "social nanny" service will continue to develop—short-term care for children under three at home and in social service organizations. It is expected that in 2026, 2,227 families will be able to use it, and in 2028—3,494. In addition, the program includes support for families living in rural areas, assistance in improving housing conditions, promoting parental employment, creating additional places in kindergartens, and activities to strengthen the institution of the family and promote traditional family values. It was previously reported that the governor proposed expanding the use of regional maternity capital—directing funds towards participation in shared construction of townhouses. It was also revealed that based on the results of the first four months of 2026, the Nizhny Novgorod region ranked first in Russia in terms of the growth dynamics of the total fertility rate.
