      On June 5, 2026, 15:20 Society A master plan for the closed city of Sarov in the Nizhny Novgorod region will be developed. An agreement on cooperation for its development and implementation was signed on June 5 at the St. Petersburg International Economic Forum by the state corporation "Rosatom," the regional government, and the city administration. The document was signed by the General Director of "Rosatom," Alexey Likhachev, the Governor of the Nizhny Novgorod region, Gleb Nikitin, and the head of Sarov, Alexey Safonov. The agreement provides for the joint development and implementation of the master plan for Sarov. Earlier, the President of Russia instructed to include the closed cities of "Rosatom" in the list of key populated areas for which strategic development documents should be prepared. Currently, master plans have already been developed for four out of ten atomic closed administrative-territorial formations (ZATO) - Ozersk, Snezhinsk, and Trekhgorny in the Chelyabinsk region, as well as Lesnoy in the Sverdlovsk region. Specialists in architecture, urban planning, economics, sociology, and other fields will be involved in the work on the document. Together with the city administration, residents, the city-forming enterprise, regional authorities, and "Rosatom," they will determine the key areas for the long-term development of Sarov. The master plan will include priority projects for the development of urban infrastructure and the social sphere, the stages of their implementation, necessary resources, and mechanisms to achieve the set goals. According to Alexey Likhachev, the Nizhny Novgorod region is a significant area for the nuclear industry, and Sarov is the birthplace of the Soviet atomic project. He noted that "Rosatom's" cooperation with the region covers a wide range of areas, including medicine, information technology, the construction of a data processing center, and an IT campus in Nizhny Novgorod. Sarov is also implementing the corporation's flagship project in the field of science and education - the National Center for Physics and Mathematics. "Together with the leadership of the Nizhny Novgorod region, we are interested in making Sarov a true city of the future, where comfortable conditions that meet the most modern ideas for living and human development are created," emphasized the head of "Rosatom." Gleb Nikitin expressed confidence that the development and implementation of the master plan will allow for a qualitative reboot of key areas of urban life. In his opinion, the document will help harmoniously combine Sarov's scientific heritage with the modern urban environment and make the city even more comfortable for living, working, and developing. As Alexey Safonov noted, Sarov is currently developing as a platform for the implementation of ambitious scientific projects and the training of specialists who will determine the technological future of the country.
