Nizhny Novgorod Region has become a leader in the "Engineering Networks and Communications" category in the ASI rating.

      On June 5, 2026, at 15:49, the Nizhny Novgorod region became a leader in the "Engineering Networks and Communications" category in the ranking of the investment climate in the regions of Russia, compiled by the Agency for Strategic Initiatives (ASI). This became known after the announcement of the ranking results during the St. Petersburg International Economic Forum (SPIEF).

      The ranking has been formed at the request of Russian President Vladimir Putin since 2014. Since 2025, "Increasing Investment Activity" has been one of the federal projects of the national project "Effective and Competitive Economy."

      According to analytics, the Nizhny Novgorod region took 1st place in the "Engineering Networks and Communications" category, which includes factors related to the efficiency of procedures for connecting capital construction facilities to electricity, gas, heating, water supply, and sewage networks. Indicators such as connection time, number of procedures, cost, and entrepreneurs' satisfaction with standard administrative procedures are taken into account. The region also ranked among the top three leaders in the "Real Estate" category, which assesses the speed and ease of obtaining land for construction.

      "If we look at this year's results, the main conclusion is this: regions continue to improve conditions for business, but growth has shifted to a more gradual trajectory. Regions continue to reduce administrative barriers. Indicators for real estate, connection to engineering infrastructure, and regulatory procedures have improved. For example, the Nizhny Novgorod region is among the leaders in developing engineering infrastructure and real estate, and the connection times to the electricity networks here are almost 20 working days below the national average," said ASI General Director Svetlana Chupsheva.

      She also noted that a permanent interaction between businesses and Rosseti has been established in the region on the platform of the Commissioner for Entrepreneurs' Rights. In terms of the speed of procedures for businesses regarding the regulatory environment, the region ranks in the top 10 in the country for most indicators—7 out of 10 indicators.

      "Questions related to connecting to communications were among the most frequent at personal and working meetings with investors just a few years ago. Therefore, today it is extremely valuable for the government and for me personally to see such a result of our work. I thank you for the high assessment of our efforts, and a special thanks goes to the network companies for their involvement in the modernization of all processes," commented the Governor of the Nizhny Novgorod region, Secretary of the Nizhny Novgorod regional branch of the United Russia party, Gleb Nikitin.

      In addition, the Nizhny Novgorod region took 2nd place in the "Business Support Measures" category. The region is in the top 10 for the effectiveness of the Development Agency's work according to businesses. The volume of financial support from the Industrial Development Fund exceeded last year's level by 2.3 times. The Nizhny Novgorod region's Industrial Development Fund ranked 1st in Russia among the subjects of the Russian Federation in terms of the volume of attracted funds from the federal fund.

      Particular attention in the region is paid to involving cultural heritage sites in the economic turnover. The Nizhny Novgorod region ranks 2nd in this indicator. A free land plot is provided for investment projects after the restoration of cultural heritage sites is completed.
