The former city manager of Nizhny Novgorod has headed "Termal."

      June 4, 2026 12:09 Economy Former city manager of Nizhny Novgorod Sergey Belov has been appointed head of the Closed Joint Stock Company "CONCERN "THERMAL". Since May 5, 2026, he has been performing the duties of the general director of the enterprise.

      Recall that before him, the company was headed by former deputy of the Legislative Assembly Vladimir Bulanov. He passed away in April 2026 at the age of 59.

      Sergey Belov served as the city manager of Nizhny Novgorod from 2015 to October 2017. In October 2017, he resigned and took over the OJSC "Nizhny Novgorod Water Canal". However, he left this position in 2018.

      Previously, Belov was involved in a criminal case regarding the collapse of a building on Samochkina Street. The five-story building, which housed a dormitory for more than 250 people, collapsed on April 15, 2014.

      According to the investigation, Belov, who held the position of deputy head of the Lenin district from 2011 to 2013, and the head of the district, Nadezhda Rozhkova, failed to relocate the residents of the emergency building. They were charged under part 1 of article 293 of the Criminal Code of the Russian Federation "Negligence".

      The court found both guilty and imposed a fine of 100,000 rubles each. However, they were released from punishment due to the expiration of the statute of limitations.
