The supervisory authority established that the company, in violation of land and environmental legislation, provides services for organizing leisure for citizens through the operation of the recreation center "Yantar," which includes an unauthorized beach located on agricultural land, creating a threat of harm to the life and health of an indefinite number of individuals.
