This was reported during a meeting with the President of Russia, Vladimir Putin, by the Commissioner for Children's Rights, Maria Lvova-Belova, as written in the governor Gleb Nikitin's Max channel. He reminded that the region is implementing the Concept of a Unified Model of Assistance to Children, the development of a social services system for families with children, and the prevention of social orphanhood. Its main goal is to increase the number of prosperous families through comprehensive support in crisis situations, as well as to reduce the number of children in social institutions by four times over five years.
"Since the start of the project, the average number of children permanently residing in social institutions has decreased. Since the second half of 2025, the average number of children in inpatient care per day has decreased by 33% and now stands at 800-900," wrote Gleb Nikitin.
To coordinate the work, the regional government has established the ANO Resource Center "Children in the Family." Non-institutional forms of assistance aimed at supporting families in various life circumstances are being developed based on social institutions. Families in crisis situations are provided with comprehensive support, as well as services from psychologists and lawyers when professional advice or protection of interests is needed. To strengthen relationships and share experiences, "Sustainable Family" clubs are operating. Special attention is given to parents raising children with disabilities and health limitations—special support clubs have been created for them. Nizhny Novgorod Governor Gleb Nikitin thanked Maria Lvova-Belova for the high assessment of the region's work and noted that this confirms the correctness of the chosen course. According to him, all implemented projects have one main goal—the happiness of children and their responsible upbringing in caring families. Earlier, the Commissioner for Children's Rights in the region, Margarita Ushakova, reported a sevenfold decrease in the number of child removals thanks to the family-preserving approach.
