Gleb Nikitin made changes to the structure of the government of the Nizhny Novgorod region.

      On May 30, 2026, at 14:42, Politics Governor Gleb Nikitin signed a decree amending the structure of the regional government. One of the main changes will be the creation of a ministry for the protection of facilities in the Nizhny Novgorod region. The new executive authority, as well as the ministry of energy and housing and communal services of the region, will be overseen by Deputy Prime Minister Vladimir Tuzhilin. He is moving from the block of Deputy Governor Sergey Morozov to the block of Deputy Governor Sergey Polovnikov.

      Also, Deputy Prime Minister Vladimir Zharov, who oversees issues related to the Special Military Operation (SMO), is transferring to Sergey Polovnikov's block from the block of the First Deputy Head of the Region Andrey Gneushev.

      Thus, key functions related both to the contribution of the Nizhny Novgorod region to the country's defense capability as a whole and to ensuring the safety of the region itself during the SMO will be concentrated in a single block of the government. This includes comprehensive support for the Ministry of Defense of the Russian Federation and the protection of the sky over the region, as well as the facilities of its communal and energy complex, which are among the primary targets of enemy drone attacks, noted Governor Gleb Nikitin.

      Another significant change is the introduction of a Deputy Prime Minister position directly subordinate to the governor, specializing in the activities of the State Housing Inspectorate (GZhI), State Technical Supervision, and the management of state protection of cultural heritage sites (OKN).

      In addition, the Ministry of Ecology, the Ministry of Forestry, and the regional tariff service will come under the direct supervision of Deputy Governor Sergey Morozov.

      These changes are due to the consolidation of functions directly or indirectly related to security into a single block, and the corresponding transfer of two deputy prime ministers, who previously worked in the blocks of Sergey Morozov and Andrey Gneushev, to Sergey Polovnikov's block, clarified Gleb Nikitin.

      The governor emphasized that the update of the government structure fully addresses the current challenges and tasks facing the region and the country. Information about candidates for the positions of Minister for the Protection of Facilities in the Nizhny Novgorod Region and Deputy Prime Minister overseeing GZhI, State Technical Supervision, and the management of cultural heritage sites will be announced later.
