      It was attended by the Assistant to the President of the Russian Federation, Secretary of the State Council of the Russian Federation Alexey Dyumin; the Chairman of the State Council of the Russian Federation Commission on Support for Combat Veterans - participants of the special military operation and their family members, Governor of Astrakhan Region Igor Babushkin; the Chairman of the State Fund for Supporting Participants of the Special Military Operation "Defenders of the Fatherland," State Secretary - Deputy Minister of Defense of the Russian Federation Anna Tsivileva, representatives of federal authorities, heads of subjects of the Russian Federation, participants of the special military operation - graduates of the "Time of Heroes" program, and others.

      Alexey Dyumin noted that in order to ensure a uniform approach to providing support measures to participants of the special military operation and their family members in the subjects of the Russian Federation, on May 15, Vladimir Putin signed Decree No. 327. It establishes a mandatory list - 15 basic regional support measures concerning education, social and legal protection, and other areas. The document ensures a unified approach to defining the categories of participants of the special military operation and their relatives to whom such measures apply, and establishes deadlines for their provision. At the same time, regional heads retain the right to introduce additional measures.

      One of the key issues is the improvement of the medical rehabilitation system for military personnel who have been injured during participation in the special military operation.

      Many new methodologies are emerging, and leading hospitals and research centers are developing unique experiences. This requires prompt implementation across the country so that regardless of where a veteran of the special military operation lives today, they receive the most effective treatment and rehabilitation in a timely manner. For this, it is necessary to establish inter-agency cooperation, said Alexey Dyumin.

      He also emphasized that, in addition to medical rehabilitation, which can sometimes last for many years, social rehabilitation, including employment, is equally important. In particular, the commission meeting discussed the experience of implementing programs to promote entrepreneurial activity among veterans of the special military operation and improving the mechanism of social contracts.

      Igor Babushkin mentioned among the current tasks the creation of an informational product with simple and understandable navigation, which will be placed on one of the state digital platforms. This is so that participants of the special military operation and their relatives can independently find all the necessary information about federal support measures, and in the future, regional ones; precise addresses and algorithms for obtaining the corresponding preferences.

      Anna Tsivileva noted that there is a steady demand from veterans of the special military operation for professional realization in the field of entrepreneurship.

      Defenders are interested in more flexible employment formats and greater independence. For many of them, entrepreneurship becomes not only a source of income but also a tool for social adaptation and returning to an active life. As part of supporting the development of their own business, social coordinators of the fund help veterans determine the directions for starting a business, select training programs, and accompany defenders at all stages. The service sector, agriculture, and manufacturing are particularly in demand among them, she said.

      Let us remind you that earlier, while addressing the deputies of the regional Legislative Assembly, the Governor of Nizhny Novgorod Region Gleb Nikitin emphasized that currently, 76% of fighters returning from the special military operation are employed in Nizhny Novgorod Region.

      One of our priority commitments, a common duty, is to support those who show true courage and their loved ones. Work with participants of the special military operation begins even before the moment of demobilization - with full information about all opportunities: priority rights to medical care and education, retraining, and professional development, said Gleb Nikitin.

      Participants with disabilities are employed through the Project Inclusive Office, created on the basis of the "Defenders of the Fatherland" fund (more than 130 people employed). Another regional project, also launched in partnership with the "Defenders of the Fatherland" fund and regional NGOs, is "Create Your Career," thanks to which more than 100 people have already been employed. Within the framework of the "Your Business" project, 140 participants of the special military operation and their family members have engaged in entrepreneurial activities. There is also a project "Resocialization and Professional Integration of Families of Participants of the Special Military Operation," within which 35 families of participants of the special military operation have undergone training and adaptation so far.

Nizhny Novgorod Region" program - an analogue of the federal project "Time of Heroes," which prepares leaders from among participants and veterans of the special military operation for subsequent work in government bodies and local self-government.
