A year earlier, this figure was 5.6%, and in 2023 it was 7.2%, reported Governor Gleb Nikitin at a meeting of the regional Legislative Assembly on May 28. During the report on the activities of the Nizhny Novgorod regional government for 2025, the head of the region noted that the area improved its position in the all-Russian ranking of poverty levels. Over two years, the region rose from 16th to 11th place. According to Gleb Nikitin, the decrease in the poverty level is associated with the stable growth of the population's income and the existing social support measures. "The fulfillment of social obligations is the foundation for ensuring a decent standard of living for all residents of the region," emphasized the governor. Currently, various payments and social support measures are received by about 900 thousand residents of the region, which accounts for almost 30% of the region's population. At the same time, half of the total support volume goes to families with children. Gleb Nikitin also noted that out of 109 types of social payments, 97 are financed from the regional budget. One of the effective tools for targeted assistance, the governor called the social contract, which helps families improve their financial situation. According to him, the mechanism allows citizens to find employment or start their own business. In 2025, more than 4 thousand social contracts were concluded in the Nizhny Novgorod region, of which over 2.4 thousand were for individual entrepreneurial activities. "Undoubtedly, we will develop this practice," said Gleb Nikitin. Since 2025, the social contract has been included in the national project "Family," which is being implemented on the instructions of Russian President Vladimir Putin. The national project provides for the expansion of support measures for families, the creation of conditions for active longevity of the older generation, as well as the development of accessible and quality medical care.
