Evgeny Chintsov reported on the work of the Nizhny Novgorod Duma for the year 2025.

On May 27, the chairman of the Nizhny Novgorod City Duma, Evgeny Chintsov, presented the annual report on the activities of the representative body for the year 2025 to the deputies. The meeting was also attended by the deputy chairman of the Legislative Assembly of the Nizhny Novgorod region, the leader of the "United Russia" faction, Alexey Antonov.

      As Evgeny Chintsov noted, the past year marked a stage in the formation of a new system of municipal governance following the merger of Nizhny Novgorod and the Kstovo municipal district into a single municipal entity. According to him, the deputies faced the task not only of starting to exercise their powers but also of creating a sustainable legal and organizational foundation for the work of the entire urban district.

      In 2025, the deputy corps of the I convocation was formed, the chairman of the city Duma, his deputies, and the heads of permanent commissions were elected. A structure of local self-government was also created, and the work of ten specialized commissions was organized.

      From September 29 to December 31, 2025, there were 10 meetings of the city Duma, and the deputies adopted 142 decisions. One of the key areas became legislative activity related to the legal formalization of the new municipal entity. In particular, the Charter of the urban district and the Regulations of the city Duma were approved.

      Significant attention was paid by the deputies to issues of budgetary and financial policy. The city Duma adopted the budget of Nizhny Novgorod for 2026 and the planned period of 2027-2028. The priorities included social orientation of expenditures, development of transport and communal infrastructure, landscaping, and road management.

      Among the main topics of work were also municipal services, preparation for the heating season, repair of engineering networks, and implementation of projects aimed at creating a comfortable urban environment. The deputies monitored the implementation of the federal program "Formation of a Comfortable Urban Environment" and the governor's initiative budgeting project "You Decide!".

      A separate block was dedicated to economic development, support for entrepreneurship and tourism. According to data presented during the report, tax revenues from small and medium-sized businesses amounted to almost 5 billion rubles, and the tourist flow to the Nizhny Novgorod region, including Nizhny Novgorod, reached 5 million people.

      Great attention was paid to social policy, development of education, road infrastructure, and environmental agenda. In 2025, 4,000 trees and 6,200 shrubs were planted in the city, and 156 unauthorized dumps with a total volume of 23,600 cubic meters were eliminated.

      For the first time in the city Duma of the I convocation, a commission on patriotic education, youth policy, physical culture, and sports was created. Among its priorities were support for participants in the special military operation and their families, development of sports infrastructure, and patriotic projects. Currently, more than 650,000 residents of Nizhny Novgorod regularly engage in physical culture, which constitutes 58.8% of the city's population.

      During the report, Evgeny Chintsov also noted the historical and patriotic project "Unity - the Path to Victory," which became the winner of the III All-Russian Municipal Award "Service." According to the chairman of the Duma, one of the foundations of the deputies' work remains interaction with residents. During the reporting period, deputies held more than 250 receptions for citizens, considered over 1,000 appeals, and managed to achieve a positive resolution for 717 of them.

      Among the significant results of the year, he also mentioned the formation of the Public Chamber of Nizhny Novgorod and the Youth Chamber under the city Duma, the development of territorial public self-government, and the expansion of inter-municipal cooperation, including an agreement with the Yekaterinburg City Duma.

      Concluding his speech, Evgeny Chintsov thanked the deputies, the city administration, public organizations, the expert community, and residents for their joint work.

      "It is the residents who are the main source of our powers and the main criterion for evaluating our work. The task of the city Duma is to listen to people, make balanced decisions, and ensure that the development of Nizhny Novgorod is reflected not only in documents and programs but also in the daily improvement of urban life," he emphasized.
