More than 29 thousand military social contracts have been signed in the Nizhny Novgorod region.

      On May 25, 2026, at 18:54, Politics. On May 25, members of the permanent commission of the Nizhny Novgorod City Duma for patriotic education, youth policy, physical culture, and sports discussed issues related to the implementation of regional social support measures for participants of the special military operation (SMO) and their families. The meeting was chaired by Vladimir Poddymnikov-Gordeiev with the participation of the Duma speaker Evgeny Chintsov.

      As reported to the representatives of the legislative body by Alexander Bovin, an employee of the Ministry of Social Policy of the Nizhny Novgorod Region, a Military Social Contract is in effect in the region—a mechanism for comprehensive support for participants of the special military operation and their families. As of February 1, 2026, more than 29,000 such contracts have been concluded in the Nizhny Novgorod Region.

      The Military Social Contract provides for a number of financial support measures, including monthly payments of 10,000 rubles per child, assistance to pregnant women and low-income families, as well as compensation for housing and utility expenses. To date, over 22,000 child payments have been issued, more than 20,500 benefits for housing and utility services, over 9,000 payments to families with incomes below the subsistence minimum, and 756 payments to pregnant women.

      For children of SMO participants, free access to kindergartens, hot meals in schools, classes in clubs and sports sections, as well as priority placement in sanatorium-rehabilitation centers and the provision of subsidized vouchers are provided.

      Since April 2026, the right to conclude a Military Social Contract has been extended to citizens who signed a contract with the Ministry of Defense of the Russian Federation through selection points or military enlistment offices in other regions of the country. In addition, support measures are now available to families and participants of the SMO who signed contracts starting from February 24, 2022.

      For parents and spouses of military personnel living in homes without central heating, compensation for the purchase of solid fuel is provided. Parents of SMO participants can also benefit from subsidized travel and free access to concerts, performances, and exhibitions. In addition, the contract includes measures for social, medical, and psychological assistance, rehabilitation, and employment support.

      To simplify the process of receiving support measures, a mobile application "VSK-NN" has been launched in the region. Through it, families can interact with social coordinators, contact the hotline, use a chatbot, receive informational support, and submit applications for contract conclusion.

      Participants of the SMO and their family members are also provided with compensation for actual expenses for gasification of residential buildings—up to 130,000 rubles. In addition, military personnel have the right to receive a land plot free of charge. Free legal assistance is provided by the State Legal Bureau of the Nizhny Novgorod Region. There are eight social rehabilitation institutions operating in the region, six of which are focused on disabled individuals and veterans of combat operations.

      The authorities of the Nizhny Novgorod Region continue to work on digitizing support measures, including the provision of services through multifunctional centers and the state services portal.

      Chairman of the City Duma Evgeny Chintsov noted that the support system for SMO participants and their families continues to improve. According to him, new mechanisms of assistance are emerging, processing times are being reduced, and procedures for receiving support measures are being simplified.

      "29,000 military social contracts mean 29,000 individual and effective assistance programs," he emphasized.

      In turn, Vladimir Poddymnikov-Gordeiev called the Nizhny Novgorod Military Social Contract "an unprecedented experience for the country." According to him, it is not just about a document, but about a constantly expanding set of targeted support measures adapted to specific life situations.
