On May 25, 2026, at 18:32 Society, a meeting of the committee on state power, local self-government, and regulations was held in the Legislative Assembly of the Nizhny Novgorod Region. Deputies discussed a bill introduced by the faction of the United Russia party aimed at supporting participants of the special military operation. The bill proposes introducing administrative responsibility for employers who refuse to allocate jobs for participants of the special military operation.
It is worth recalling that earlier, on December 18, 2025, deputies had already adopted a law calling on companies with more than 100 employees to reserve 1% of jobs for those who returned from service due to mobilization or contracts.
The new document discussed at the meeting is intended to make this norm not just declarative but genuinely effective. The developed draft law amends the regional Code of Administrative Offenses. Failure to fulfill the obligation to create or allocate quotas for the employment of participants in the special military operation is proposed to be subject to fines. For responsible officials, the fine may range from 10,000 to 15,000 rubles, while for legal entities, it may range from 20,000 to 50,000 rubles.
"It is important not just to formally comply with the quota norm but to create real conditions for our defenders so that their combat experience and skills are in demand in civilian professions. This law is not a punitive measure for businesses but a tool for justice. We are confident that responsible employers themselves are interested in disciplined and goal-oriented employees who have returned from the front lines, and the new measures will help systematically address their employment issues," noted Alexey Antonov, Deputy Chairman of the Legislative Assembly of the Nizhny Novgorod Region and head of the United Russia faction in the regional parliament.
Additionally, the bill clarifies who will monitor compliance with these rules. The powers to draw up protocols for violations and consider such cases are proposed to be granted to the Ministry of Demography and Human Capital Development of the Nizhny Novgorod Region. According to parliamentarians, establishing clear responsibility will create real legal guarantees that participants in the special military operation will not be left without support when seeking employment and will be able to successfully adapt to civilian life.
"Employers will not be left alone with the new obligation: the law provides for a flexible scheme for fulfilling the quota—through direct employment or by entering into agreements with other organizations. The Ministry of Demography will help facilitate this process," emphasized Vladimir Pakov, Chairman of the Committee on State Power, Local Self-Government, and Regulations.
"Participants in the special operation, who have shown courage on the battlefield, must return to civilian life without hindrance, especially in such a fundamental issue as work. The previously adopted law on quotas was the first step, and now we are creating a full-fledged 'protective circuit' of legal instruments. Fines for refusal to employ are not an end in themselves but a civilized way to remind of the necessity to uphold the rights of our defenders. I am confident that Nizhny Novgorod businesses will approach this with understanding and responsibility," stated Evgeny Lyulin, Chairman of the Legislative Assembly of the Nizhny Novgorod Region.
