On May 21, 2026, at 18:17 Culture and Recreation On May 19, a meeting took place in the Legislative Assembly of the Nizhny Novgorod Region between the chairman of the Youth Parliament, Vladimir Moskalenko, and creative and initiative youth from various corners of the region. Representatives from Arzamas, Balakhna, Bogorodsk, Buturlino, Bor, Vada, Volodarsk, Gagino, Gorodets, the Dalnekonstantinovsky district, Dzerzhinsk, Navashino, Pavlovo, Perevoz, Semyonovo, and Chkalovsk participated in the meeting—more than twenty municipalities in total. The speaker of the regional parliament, Evgeny Lyulin, supported the initiative of the Youth Parliament, emphasizing the importance of direct conversation with those who promote cultural traditions and values among the youth. Participants discussed their concerns: a lack of staff in rural cultural centers, age restrictions for receiving grants, low salaries, and difficulties in publishing local authors. For example, storyteller from Gorodets, Vladimir Ryzhov, shared that he writes tales based on his grandmother's stories but cannot always publish them in district newspapers if the text is not tied to a specific territory. He suggested creating a literary page in the regional newspaper "Zemlya Nizhgorodskaya" to help not only him but also other writers in the region. "I write tales that my grandmother told me, reworking them into artistic form. But there is nowhere to publish: district newspapers only take what is related to their land. And if the tale is about a Fedoseev toy—that's already in the Semyonovsky district, and it won't be published. It would be great if the newspaper 'Zemlya Nizhgorodskaya' had a literary page for folklore. Then it would be easier for other authors in the region," emphasized participant Vladimir Ryzhov from Gorodets. Successful practices from other municipalities were also discussed. In Gagino, they hold a gastro-festival "Oh, Russian Porridge," which gathers gourmets from all over the region, and in Arzamas, they organize cosplay evenings based on Pushkin's fairy tales. Tatiana Tyutyusova, the head of a folk choreography group for special children from Dzerzhinsk, shared her experience of inclusive classes. It turned out that many enthusiasts live nearby, doing a common cause, but know almost nothing about each other—therefore, the meeting became a platform for exchanging contacts and ideas. The outcome of the conversation was a decision to work on issues of support and development of culture at one of the upcoming meetings of the Youth Parliament. It is planned to invite relevant ministries to work out specific solutions in detail. On June 9, Nizhny Novgorod will host the XV meeting of the Association of Youth Parliaments of the Volga Federal District, where one of the main topics will be the preservation of cultural codes and folk crafts. It is expected that the proposals voiced at the upcoming meeting of the Youth Parliament will form the basis for the decisions of the Association of Youth Parliaments. "We have gathered real gems—from Dzerzhinsk, Semyonovo, Arzamas, Bor, Gagino. They have similar problems: a shortage of staff, age restrictions for grants, salaries. The Youth Parliament under the Legislative Assembly should become the voice of the young generation. The guys have the right to legislative initiative, and they can turn pain points into real laws. In the Year of Unity of the Peoples of Russia, it is important to gather the best practices from the entire region and showcase them to the entire Volga District," noted Evgeny Lyulin. "Today's meeting showed how much dialogue is lacking between the guys from different municipalities. Therefore, we decided: the next meeting of the Youth Parliament will be entirely dedicated to culture. We will invite relevant ministries, and we will discuss real support measures—from grants for young authors to assistance for collectives.
