Evgeny Lyulin stated that local initiatives are changing federal legislation.

On April 28, 2026, at 15:02, Politics The Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, participated in the events of the Council of Legislators of the Russian Federation at the Tavrichesky Palace in St. Petersburg. This year, his work is dedicated to the 120th anniversary of the establishment of the Russian bicameral parliament. The President of Russia, Vladimir Putin, met with the members of the Council of Legislators of the Russian Federation. "To hear and listen to people. Not to get hung up on prohibitions and restrictions, but to create legal norms that will pave the way for national talents and future successes of Russia. This was the instruction given by the President of Russia, Vladimir Putin, to the members of the Council of Legislators of the Federal Assembly of the Russian Federation. I completely agree with the head of state that in the Year of Unity of the Peoples of Russia, deputies at all levels must unite their efforts. Parties must work together to solve problems. The federal government must interact more closely with the parliaments of the regions. This is already happening. Initiatives from the ground are changing federal legislation. In turn, the center is meeting the subjects of the Russian Federation halfway. Today, in the difficult financial situation, the President asked to support the proposal to postpone the payment of debts of the regions on budget loans," wrote Evgeny Lyulin in his MAX channel following the events.

Also, at the venue of the Council of Legislators of the Russian Federation, the speaker of the regional parliament discussed current issues of forest management. Discussion participants noted that without modern and competent forest accounting, it is impossible to effectively manage forests and rationally use forest resources. The annual volume of forest inventory in the country should be at least 30 million hectares; however, this task is currently not being fulfilled, leading to the accumulation of areas with outdated data. Special attention was paid to the shortage of forest management engineers and the lack of a federal state educational standard for their training, which necessitates the creation of a system for training qualified personnel in this field.

Among the proposals developed jointly with the regions were: introducing the possibility of providing forest fund plots for timber harvesting based on old forest management materials (over 10 years old) with the obligation of the tenant to update the forest accounting within two years. Including in the forest management materials the definition of the calculated cutting area according to forestry criteria, introducing quality control of forest management work by the Federal Forestry Agency.

Good results were also noted from the experiment on the implementation of modern technologies, including the use of unmanned systems for forest inventory. It is expected that the Ministry of Natural Resources and Rosleskhoz will implement these technologies with the appropriate adjustments to subordinate regulatory legal acts.

The speaker of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, emphasized that unmanned technologies have a future in various sectors of the economy. The speaker of the regional parliament reminded that recently the issue of the need for targeted training of UAV operators for agriculture was discussed in April at a meeting of the Council of Legislators of the Volga Federal District in Yoshkar-Ola, and relevant proposals will be sent to the federal level. In his opinion, a similar program can be developed for the forestry sector. The NIA "Nizhny Novgorod" has channels on Telegram and MAX.
