The construction of the first phase of the eco-park on the Rowing Canal has been completed.
On April 25, 2026, at 11:25, Culture and Recreation: The first phase of construction of the multifunctional tourist complex "Eco-Park on the Rowing Canal" has been completed. This was reported by the press service of the regional government.
As part of the first phase, a five-star hotel with 265 rooms has been built.
This is the first hotel facility in the Nizhny Novgorod region created using the preferential lending mechanism under the national project "Tourism and Hospitality," as well as within the framework of the agreement on the protection and encouragement of investments (APC), which allows the investor to partially reimburse the costs of creating infrastructure through paid taxes, as well as to "stabilize" the current conditions for project implementation.
The Governor of the Nizhny Novgorod region, Gleb Nikitin, noted that the region consistently ranks among the leaders in the development of domestic tourism. According to him, the region receives millions of guests annually, and the key task of the authorities is to provide them with modern and comfortable infrastructure.
He called the completion of the eco-park construction on the Rowing Canal a landmark event that changes the hospitality landscape of Nizhny Novgorod.
"It is important that this ambitious project has been realized thanks to effective state support measures and preferential lending mechanisms implemented under the updated national project 'Tourism and Hospitality.' This is a vivid example of successful partnership between the state and responsible business," Gleb Nikitin noted.
The year-round complex will become a point of attraction for both tourists and local residents. Its concept is focused on a healthy lifestyle: there is a complete ban on the sale and consumption of alcohol throughout the territory.
The infrastructure includes a modern hotel, restaurant and public spaces, as well as a large thermal complex with outdoor pools. Its opening is scheduled for the third quarter of 2026. In addition, a network of running, cycling, and skiing trails is being developed in the adjacent area, and multifunctional sports grounds for visitors of different ages are being created.
The Minister of Tourism and Crafts of the Nizhny Novgorod region, Sergey Yakovlev, emphasized that conditions for the return of tourists are consistently being created in the region. He called the development of eco-tourism an important part of the project.
"The complex is harmoniously integrated into the natural landscape of the Rowing Canal's coastline, and all architectural and engineering solutions are based on the principles of careful attitude towards the environment. Thanks to such facilities, we are not only increasing the number of rooms but also offering guests fundamentally different formats of recreation," he noted.
The relevant department added that the work of the "Eco-Park on the Rowing Canal" is aimed at reducing the ecological footprint, preserving biodiversity, and promoting responsible recreation in nature. These approaches align with the priorities of the national projects "Tourism and Hospitality" and "Environmental Well-Being."
Once it reaches its design capacity, the complex will provide up to 200 new jobs and will contribute to the growth of tourist flow, strengthening the position of eco-tourism within the structure of the regional "experience economy."
Overall, under the federal preferential lending program, it is planned to create more than 2,300 hotel rooms in the Nizhny Novgorod region from 2021 to 2030. The total investment volume from businesses will amount to 50 billion rubles.
The national project "Tourism and Hospitality," initiated by Russian President Vladimir Putin, is a successor to the national project "Tourism and Hospitality Industry." It aims to develop tourist infrastructure, produce domestic products for the industry, and prepare specialized personnel.
