Senators assessed the development of adaptive sports in the Nizhny Novgorod region.

On April 21, 2026, members of the Federation Council of the Federal Assembly of the Russian Federation, Evgenia Lamonova and Natalia Kosikhina, visited the Regional Center for Adaptive Sports "Parus" in Dzerzhinsk. The visit took place as part of the project "Social Route. Mobile Senator." During the working trip, the senators participated in a meeting on the development of adaptive physical culture and sports in the Nizhny Novgorod region, held at the RCAAS "Parus" under the leadership of the Chairman of the Legislative Assembly of the Nizhny Novgorod region, Evgeny Lyulin. "Dzerzhinsk can rightfully be called the center of the Paralympic movement in Russia. It is precisely thanks to the activity of our enthusiastic athletes and their appeal to the President of the Russian Federation that the decision was made to build a center for adaptive sports. We see that the opportunities for the development of our athletes here are limitless. And this is just the beginning. Even now, leading athletes from the country want to hold training camps here. But for this, we need to build a hotel that meets all requirements. It is especially important that the center is now needed for the adaptation of participants in the special military operation. Sports are the best means for both physical and psychological recovery, to help these people return to a full life," emphasized Evgeny Lyulin. During the meeting, the Minister of Sports of the Nizhny Novgorod region, Dmitry Kabailo, presented a report on the implementation of regional support measures for athletes with disabilities and organizations working in the field of adaptive physical culture and sports, as well as discussed the development of this direction in the region. "We are working to involve people with disabilities, participants of the special military operation, and their families in physical culture and sports within a unified ecosystem throughout the region. Undoubtedly, 'Parus' is not only a key venue for training and competitions but also a single coordination center for the development of this direction across all municipalities in the region. More than 40,000 residents of Nizhny Novgorod with disabilities and over 2,000 veterans of combat operations and participants of the special military operation are already regularly engaged in sports, and we will continue to do everything possible to make sports more accessible for everyone," reported Dmitry Kabailo. According to Senator Natalia Kosikhina, the adaptive sports center in Dzerzhinsk is a unique facility in Russia for training athletes in Paralympic, Deaflympic, and adaptive sports. "A barrier-free environment, facilities designed for training in both group and individual sports, including summer and winter sports. 23 sports are being developed, with 430 people engaged in sports. A strong, cohesive team of coaches, professionals in their field, who help athletes. The experience of the center needs to be shared in the regions of Russia. We have taken on issues for further development at the federal level," she said. The meeting also presented the work of the regional center for sports medicine, the best practices of the region for involving people with disabilities, veterans of combat operations, and participants of the special military operation in sports. Additionally, the guests of the "Parus" center assessed the sports infrastructure of the institution—a swimming pool, an ice arena, a universal hall, and other training facilities. Currently, 23 sports disciplines for people with disabilities of all types are being developed at the "Parus" base, with over 900 people enrolled in sports groups, and more than 600 people from privileged categories visiting the center individually. The total number of visitors is about 8,500 weekly. As part of the visit to the RCAAS "Parus," members of the Federation Council participated in the ceremonial opening of the exhibition "Museum of Generations of Heroes," dedicated to the combat and sports feats of Dzerzhinsk and Nizhny Novgorod athletes. "The museum exhibition is impressive! It brings together the stories of different generations of heroes: from the times of the Great Patriotic War to the present day. The exhibition confirms the thesis that true strength of spirit does not depend on time or circumstances! Sports shape personality, help withstand extreme conditions, and become the key to a new life after difficult trials. Our heroes are an example of courage and patriotism, especially for our younger generation," noted Evgenia Lamonova, a member of the Federation Council of the Federal Assembly of the Russian Federation and Olympic champion in fencing with a rapier. Guests were informed about the comfortable conditions for training athletes with disabilities at "Parus" by Nizhny Novgorod Paralympic champion swimmer Daniil Smirnov, as well as para-powerlifters—winners and prizewinners of international competitions Ildar Bedderdinov, Maxim Boytsov, and Tatyana Zhavoronkova. "For us at 'Parus,' the main thing is not the numbers, but the stories of people. We observe every day how sports change lives: someone takes their first steps after an injury, someone picks up a racket for the first time, someone conquers their fear. We do not just provide the opportunity to train—we create an environment where everyone, regardless of health capabilities, can feel the taste of victory over themselves and believe in their strengths," emphasized the director of the RCAAS "Parus," Andrey Kuvaev.
