Medvedev instructed to create a legal framework for the protection of municipal employees.

      He emphasized that the party helps to build effective interaction between municipalities.

      "One of its goals is to strengthen intra-party communication. It is necessary for requests and initiatives from local people to reach the regional and federal levels more quickly. And municipal deputies should have the opportunity to utilize the resources of our entire party infrastructure," said Dmitry Medvedev.

      He also instructed to create a legal framework for the protection of municipal employees who contribute to the regions through their conscientious actions.

      Medvedev noted that many heads of municipalities are not only representatives of municipal power but also lead local branches of "United Russia," which imposes increased responsibility.

      "The local level of government has always been and will always be closest to the people, which is why it is very important for them. After all, it is to you (municipal employees - Ed. note) that people come with their problems and proposals, which is why the head of state pays such close attention to all these issues. Each of you responds daily to a huge number of pressing questions. And you are asked about everything: about the improvement of courtyards, about the practical application of new laws. Sometimes you are even asked about things for which you are not responsible," emphasized Medvedev.

      According to him, municipal employees work under the close scrutiny not only of the people living in the municipality but also of regional authorities, the entire control and law enforcement system.

      "I understand that it can sometimes be quite difficult. I believe that the state needs to take the necessary steps, to create a regulatory framework for the protection of municipal employees who are engaged in their activities and conscientious actions, helping their region," concluded Dmitry Medvedev.
