      Nizhny Novgorod authorities want to amend the procedure for regional state supervision in the field of animal welfare. The document is posted on the government website. The draft resolution aligns the rules with federal law. The document clarifies how exactly the supervised entities (for example, shelters or nurseries) will be classified into risk categories: significant, moderate, or low. Risk will be assessed using a point system. The more animals there are and the more dangerous the type of activity, the higher the points. For example, an animal shelter with 151 individuals receives 11 points just for the type of activity and the number of animals, and for an outbreak of rabies less than a year ago – an additional 6 points. If the total points, for example, reach 15 or more, the entity falls into the significant risk category. This means that inspections and preventive visits will occur more frequently. Organizations will be able to reduce their risk. Points will be deducted for voluntary insurance, providing the veterinary committee access to their information resources, having no violations for three consecutive years, and other actions. Let us remind you that the PET/CT in Nizhny Novgorod is planned to be put into operation in 2028.
