Gleb Nikitin instructed to create a "land bank" for large families and participants of the Special Military Operation.

      On April 17, 2026, at 15:00, Society The Governor of the Nizhny Novgorod Region, Secretary of the regional branch of the "United Russia" party, Gleb Nikitin, set the task for the heads of municipalities to begin forming a "land bank" of plots for large families and participants of the special military operation (SMO). The issue was discussed at an expanded meeting of the regional council.

      It concerns the provision of unused and abandoned lands in existing populated areas of the region. It is expected that such territories will be brought into circulation in the presence of engineering and social infrastructure.

      At the meeting, key areas for the comprehensive development of territories, mechanisms for sustainable growth, and improving the quality of life were considered. One of the central topics was the creation of a clear algorithm for transferring free plots, equipped with the necessary communications and social facilities.

      "In essence, this is about creating conditions for people to return to populated areas for their revitalization and sustainable development, as well as addressing a number of related tasks that we face. We expect that in certain populated areas, the number of residents will begin to grow. We will focus on developing those territories where schools and accessible medical care are nearby. We will also consider areas adjacent to district centers or those populated areas where infrastructure has already been established, so that everything necessary is within walking or transport accessibility," noted Nikitin.

      As an example of effective work on involving abandoned lands into circulation, Nikitin cited the experience of the Yaroslavl region. He emphasized that each municipality has been tasked with identifying a certain number of such plots. Regional authorities will provide support together with the Ministry of Property and Land Relations, Rosreestr, the State Legal Department, and, if necessary, with the Prosecutor's Office and judicial authorities. Preliminary work on forming this practice has already been carried out.

      The Mayor of Arzamas, Alexander Shchelokov, noted that there is a significant amount of abandoned land in the rural populated areas of the district. According to him, up to a hundred plots can be quickly brought into economic circulation. He added that many families today are ready to build houses outside large cities, provided that social infrastructure is accessible.

      The Minister of Property and Land Relations of the region, Sergey Barinov, presented a unified algorithm of actions for making decisions on the rehabilitation of territories. This document is intended to become a standard for all municipalities and to facilitate the restoration of the tax base, as well as the preparation of sites for new projects.

      Separately, the council participants discussed the construction of affordable individual housing for large families and families of SMO participants. The head of the Tonshaevsky district, Stanislav Stremin, emphasized that the free provision of land is an effective incentive for building one's own home. The municipality plans to develop a program that will reduce the cost of individual housing without compromising quality.

      First Deputy Governor Andrey Gneushev noted that the regional council is an effective platform for direct dialogue between the regional government and municipalities, allowing not only the discussion of current issues but also the adoption of practical decisions taking into account the specifics of regional legislation.

      In addition, the governor highlighted the need to define target guidelines for demographic policy and the promotion of a healthy lifestyle in each municipality. This work is being carried out within the framework of the national project "Family," implemented at the request of the President of Russia, as well as the people's program of "United Russia."
